The World Health Organisation numbers on Covid deaths in India 2020-21 fail the basic smell test

The World Health Organisation (WHO) says that 4. 7 million Indians died of Covid between January 2020 and December 2021. This is nearly 10 times the official Indian government figure. In fact, it is nearly one-third of WHO’s estimate of all Covid deaths globally. GoI has said that this number is hogwash and the methodology used to compute it is seriously faulty.

WHO has not exactly covered itself with glory during the pandemic. As late as January 24, 2020, when thousands of people across the world were already ill, the organisation was towing China’s line and tweeting that there was no evidence of human-to-human transmission of the virus. According to a May 2021 report by one of its own committees, WHO failed to declare an international public health emergency in time. It woke up only when hospitals in the West started to fill up with Covid patients.

WHO’s Wrong(?)

In effect, it caused much sickness, death and misery that could have been avoided. Its statements and actions through the pandemic, on issues ranging from masking to the efficacy of booster doses, have often been unclear or self-contradictory. This is not an organisation that one can trust.

Counting the Covid death toll is, of course, not an easy task. For instance, people may have died while having Covid and another ailment. So, did they die with Covid or from it? People may also have died of non-Covid causes due to inability to access medical help because of quarantines or lockdowns. Also, it is certain that fatalities due to traffic accidents came down dramatically during the pandemic. So, how do you adjust for all that?

WHO took a simple and logical route. It looked at all deaths reported since the start of the pandemic, and compared that figure to what the normal prepandemic death rate suggested it would be. So far so good. But, then, for India and some other countries, it built a mathematical model to calculate deaths. While accepting, without question, data from countries like Iraq, which has been in a state of chaos for nearly two decades now.

Now, every mathematical model is based on certain assumptions. The success or failure of the model depends on how valid the assumptions are. For instance, if I were asked to predict Virat Kohli’s Test batting average at the end of his career, I would have to assume some things, and the number and nature of assumptions are entirely my choice. How many years does he have left? — Do I take Sachin Tendulkar as a pointer, or Alastair Cook, or A Bde Villiers, or take an average of the three (or 16 other batsmen)?

How many more Tests will he play in India? After all, he averages 61. 06 at home, and 43. 11 abroad. And on and on. Ican produce any number of graphs and numbers on the basis of the assumptions I make, and justify a lifetime average estimate of either 43 or 57.

GoI alleges that WHO has taken ‘unverified data from 18 states’ and extrapolated them, based on its own notions.

India has quite a sturdy data collection system. Digitisation and linking government services to Aadhaar have created an abundant and authentic database. Property inheritance issues have always been particularly important in our country, and they depend on registration of deaths. Plus, many state governments announced cash payouts to families that have lost someone to Covid. So, the Indian registration system for Covid deaths is pretty good. But WHO, according to the government, took the numbers ‘from websites and media reports’.

Unscientific WHOdoo

Let’s go beyond the ‘unverified’-ness of the data. Let’s say, for argument’s sake, that these numbers are correct. But does extrapolating numbers from 18 states to a national figure make sense? No. The contagion and mortality rates differ greatly between states. Essentially, WHO’s mathematical model assumes a‘proportionality principle’ that may not apply at all to India.

It believes that if 10 people died in Kerala (population of 3. 46 crore) of Covid, 405 people must have died in India (population of 140 crore). If WHO had data from Manipur and none from Madhya Pradesh, its projected death toll would be quite different.

WHO also assumes that if Maharashtra had, say, 15% of all reported Covid cases in June 2020, the percentage would be the same in August 2021. The findings fail the basic smell test. As does my prediction that Virat Kohli will have a Test average of 60+ because I’m hoping that the BCCI will organise lots of matches with Sri Lanka and Zimbabwe in Motera and Mohali.

It will be tedious to go into more details about how WHO is wrong, and how it violates some basic rules of statistical reasoning. In fact, forget statistics. It’s middle school arithmetic that WHO seems to have forgotten.

This is a methodology that uses the same assumptions — age, gender, income, etc — to decide about both India and Costa Rica, whose population is less than 25% of Mumbai’s. And it accepts China’s claim that it has had less than 5,000 Covid deaths. Really? What ajoke.

Apocalypse Not Now

A new United Nations global assessment report, ‘Our World at Risk: Transforming Governance for a ResilientFuture’ (bit. ly/3P3FOeh), has revealedthe disturbing news that the number ofglobal disasters has quintupled since1970, and will increase by another 40%in coming decades. The report finds thatmore people are affected by disastersthan ever before, and UN deputy secretary general Amina Mohammed warnsthat humanity is ‘on a spiral of selfdestruction’.

Astonishingly, the UN is misusingdata, and its approach has been repeatedly shown to be wrong. Its findingmakes for great headlines. But it justisn’t grounded in evidence.

When the UN analysed the number ofdisaster events, it made a basic error —it counted all the catastrophes recordedby the internationally respected Emergency Events Database (EM-DAT), which showed that they were increasing,and then suggested that the planet mustbe doomed.

The problem is that the documentation of all types of disasters in the 1970swas far patchier than it is today, whenanyone with a cellphone can immediately share news of a storm or flood fromhalfway around the world. That’s whyEM-DAT’s own experts explicitly warnamateurs not to conclude that an increase in registered disasters equates tomore disasters in reality. Reaching suchaconclusion ‘would be incorrect’ because the increase really just shows improvements in recording.

You would think that the UN wouldknow better especially when its topbureaucrats are using language thatsounds like Armageddon is here. Unsurprisingly, climate change is centralto the UN agency’s narrative. Its reportwarns there is a risk of more extreme weather disasters because of global warming, so the acceleration of ‘climate action’ is urgently needed. Somehow, the huge international organisation has made the same basic fallacy that many of us do when we see more and more weather disasters aired on the TV news. Just because the world is more connected and we see more catastrophic events in our media doesn’t mean that climate change is making them more damaging.

So, how do we robustly measure whether weather disasters have really become worse? The best approach is not to count the catastrophes but to look, instead, at deaths. Major losses of life have been registered pretty consistently over the past century.

This data shows that climate-related events — floods, droughts, storms, fires and temperature extremes — are not actually killing more people. Deaths have dropped by a huge amount. In the 1920s, almost half a million people were killed by climate-related disasters. In 2021, it was less than 7,000 people. Climate-related disasters kill 99% fewer people than 100 years earlier.

The UN report does include a count of ‘global disaster-related mortality’ — and manages to find that, contrary to the international disaster database, deaths are higher than ever before. They reach this conclusion by bizarrely including the deaths from Covid in the catastrophes. Remember, Covid killed more people just in 2020 than all the world’s other catastrophes in the past half century. Lumping these in with deaths from hurricanes and floods inappropriately seem designed to create headlines rather than understanding, especially when the agency is using the findings to argue for an acceleration of climate action.

The truth is that deaths from climate disasters have fallen dramatically because wealthier countries are much better at protecting citizens. 2019 research (bit. ly/3LUwozH) published in Global Environmental Change shows this phenomenon consistently across almost all catastrophes, including storms, floods, cold and heatwaves. This matters. Because by the end of this century, there will be more people in harm’s way, and climate change will mean sea levels rise several feet.

One comprehensive 2014 study (bit. ly/ 3LWC7VX) published in the Proceedings of the National Academy of Sciences (PNAS), US, shows that at the beginning of the 21st century, around 3. 4 million people experienced coastal flooding each year, causing $11 billion in annual damages. About $13 billion, or 0. 05% of global GDP, was spent on coastal defences. If we do nothing and just keep coastal defences as they are today, vast areas of the planet will be routinely inundated by 2100, with 187 million people flooded and damage worth $55 trillion annually. That’s more than 5% of global GDP.

But we will obviously adapt, especially because the cost is so low. That means fewer people than ever will be flooded by 2100. Even the combined cost of adaptation and climate damages will decrease to just 0. 008% of GDP.

These facts show why it’s important that organisations like the UN deliver us the real picture on disasters. The UN Office for Disaster Risk Reduction has bad form for making unfounded claims. Instead of headline-chasing with dodgy arithmetic and frightening language, the UN should do better. And it should be focused on championing the importance of innovation and adaptation, to save more lives.

Gold Or Deposits?

Household financial behaviour will see big adjustments as inflation rises

After the Reserve Bank of India’s monetary policy committee (MPC) increased the repo rate last week, there’s ground to make two assumptions. RBI’s inflation outlook, which forecast a declining trajectory in the subsequent quarters of the financial year, will be revised. Along with it, more repo rate increases are likely. These two widely held views will catalyse adjustments by all stakeholders in the economy. One way to gauge what lies ahead is to look at how the adjustments will play out through the intertwined savings and investments channels.

Household response to hardening interest rates will hugely influence both savings and investment. Not only are households the most important source of domestic savings, they are now also critical to deployment of bank credit as personal loans are almost on a par with industriallending. Traditionally, household behaviour shows two features in a phase of high inflation. There’s a tilt at the margin towards saving in the form of gold. It was about 1. 6% of household savings a decade ago when inflation was high. As inflation dropped, the saving in gold followed, to about 1. 1% of savings. Also, net financial savings of households, which were about 32% of total savings in the high inflation phase, rose to around 40% when inflation fell.

There’s a new element which has come into play this time. Beginning October 2019, RBI has pushed the banking system into benchmarking lending rates to external measures such as repo rate. The system has transitioned fast in the case of loans to MSMEs, trade and home loans. In the process, bank deposit rates also adjust quickly. Therefore, household net financial savings this time may adjust quicker and their proportion to total household savings is likely to fall faster. There’s also the simultaneous lure of gold as a hedge against inflation, which has a knock-on effect on India’s current account deficit.

Investing in equity shares has emerged as an important avenue for household savings. Incremental growth in this avenue is likely to be influenced by movement in stock market indices. In this context, heightened uncertainty around inflation’s course may adversely impact investments by firms. There are also two options that will attract more personal saver attention – bank fixed deposits and insurance policies. These traditionally popular avenues which attract funds from the risk-averse even when interest rates are low, will almost surely see more incremental flows. Banks, flush with more funds, but with lending rates creeping up, will have new challenges.

Friendly Fire

State police forces fighting each other is a dangerous trend that can become worse

The futility of using police to serve as an instrument of political vendetta should dawn on political parties after the unedifying confrontation last week between Punjab, Haryana and Delhi police. AAP’s resolve to punish Delhi BJP spokesperson Tajinder Bagga for his tweet against CM Arvind Kejriwal and BJP’s interest in freeing him played out in full public glare through the actions of the three police forces. But after Bagga’s detention in Haryana and repeated judicial setbacks, Punjab police have been left red-faced. Some days ago it was Assam police’s ignominious turn over the arrest of Jignesh Mevani from Gujarat.

Also, various state police forces seem to have thrown procedure and mutual organisational courtesy to the wind. Punjab police claim they arrested Bagga in Delhi after his nonresponse to repeated summons – but it is still the case that they simply drove into another jurisdiction, just as Assam police and UP police have done in the recent past. Criminal Procedure Code has safeguards like police requiring an arrest warrant from magistrates before effecting arrests and securing transit remand from a magistrate after arrests in another jurisdiction. Additional Delhi high court guidelines require cops from other jurisdictions effecting arrests to also intimate local police officers. While these norms allow for exceptions, following the procedures would have saved Punjab police the blushes.

Face-offs between police forces can be good news only for criminals who commit crimes spanning across state borders or escape into another state after committing a crime. Even terrorists stand to benefit if increasing inter-forces fractiousness were to impact coordination and intelligence sharing. Assuming India’s hyper-competitive politics and bitter, person-targeted political rhetoric will continue to intensify, and police will be frequently used to settle scores and make points, the near future frankly looks bleak. Worse may yet happen in standoffs between politics-driven state police forces.

राजद्रोह पर अनिश्चितता देशहित में नहीं है

सुप्रीम कोर्ट में अटॉर्नी जनरल ने राजद्रोह कानून पर अपनी बात रखी। उनका कहना था कि आईपीसी की धारा 124-ए खत्म करने की जगह, इसे कब अमल में लाया जाए, इसके लिए कोर्ट गाइडलाइंस जारी करे। सरकारी पक्ष का मानना है कि इस कोर्ट के पांच-सदस्यीय संविधान पीठ का सन् 1962 का केदारनाथ सिंह केस का फैसला हर तरह से पूर्ण है लिहाजा कानून बना रहने देना चाहिए। यहां अटॉर्नी जनरल ने एक उदाहरण दिया जो स्वयं उनके तर्क को काटता है। उन्होंने कोर्ट को बताया कि एक राज्य की सरकार ने ‘हनुमान चालीसा’ का सस्वर पाठ करने वाले जनप्रतिनिधियों पर इस धारा का प्रयोग किया है। उनके आरोप से स्पष्ट है कि सत्ता वर्ग इसका प्रयोग विरोध के स्वर दबाने में करता है। और यह तब है जब केदारनाथ केस में कानून को बरकरार रखते हुए यह फैसला दिया गया कि इसका प्रयोग किन स्थितियों में होगा और किन में नहीं। कोर्ट ने कहा कि अगर इस धारा के प्रयोग का इतिहास देखें तो साफ नजर आएगा कि शक्तियों का गलत इस्तेमाल होता रहा है जबकि इसके तहत दर्ज मामलों में सजा की दर बेहद कम रही है। केदारनाथ केस में कोर्ट ने कहा था कि ब्रिटिश शासन के इस कानून को अब सीमित रूप से देखना होगा और राजद्रोह केवल उसी स्थिति में माना जाएगा जब किसी कृत्य से हिंसा उत्पन्न होती हो और जो तख्ता पलटने का प्रभाव रखती हो न कि वे कृत्य, जिनसे किसी सरकार के किसी कदम के खिलाफ बेहतरी या बदलाव के उद्देश्य से जनमत बनाया जाता हो। लेकिन सन् 1962 में दिए गए इस फैसले के बाद आज तक सभी सरकारें इसे विरोधियों के खिलाफ इस्तेमाल करती रही हैं। क्या आजाद भारत में भी इसकी जरूरत है?

पुलिस में अधिक महिलाएं आएंगी तो बदलेगा समाज

किसी बच्चे से पूछें कि पुलिस अधिकारी कैसा होता है तो हो सकता है हम इनमें से कुछ या सभी के जवाब में यह सुन बैठें कि रौबदार मूंछें, गंभीर अभिव्यक्ति, तेज और मोटी आवाज, आक्रामक देहभाषा। लेकिन क्या यह सच है? लोकप्रिय मीडिया द्वारा प्रचलित इस रूढ़िवादी छवि पर आज कितने पुलिस अधिकारी फिट बैठते हैं? पुलिस में भी कितनी महिलाएं इस विवरण में फिट बैठेंगी? महिलाओं की पुलिसिंग से जुड़े अनेक प्रश्न हैं कि नौकरी चाहने वाली किसी युवा महिला के लिए आज पुलिस बल में कितनी सकारात्मकता है? एक महिला पुलिस कांस्टेबल के लिए नौकरी से संतुष्टि का स्तर क्या है और उसके काम का माहौल कैसा है? नेतृत्व की स्थिति में एक महिला पुलिस अधिकारी के लिए पुरुष समकक्षों की तुलना में व्यावसायिक खेल का मैदान कितना समतल है? आदि।

भारत जैसे पारंपरिक समाज में काम और परिवार के संतुलन पर महिलाओं का दृष्टिकोण पुरुषों से अलग होता है। पुलिस में महिलाओं पर या तो अति-पुरुषत्व का आरोप लगाया जाता है या खुद को साबित करने के लिए अपने रूढ़िवादी पुरुष समकक्षों की तरह काम और व्यवहार करने का। लेकिन आज भी जिस तरह से महिलाओं का अप्रत्यक्ष और प्रत्यक्ष रूप से शोषण होता है, ऐसी स्थिति में आवश्यक है कि वे ज्यादा से ज्यादा पुलिस यूनिफॉर्म में नजर आएं। लेकिन भारतीय पुलिस बल में महिलाओं का प्रतिनिधित्व निराशाजनक है। 2020 तक इसमें केवल 12% महिलाएं थीं। कई राज्यों ने पुलिस में महिलाओं के लिए 10% से 33% आरक्षण अनिवार्य कर दिया है, लेकिन एक भी राज्य लक्ष्य को प्राप्त नहीं कर पाया। उच्च रैंकों में महिलाओं की हिस्सेदारी 8.7% से भी कम थी। 2020 में बिहार की सिविल पुलिस में 25% महिलाएं थीं, जो देश में सबसे अधिक थीं। जम्मू-कश्मीर में केवल 3.3% महिलाएं थीं, जो सबसे कम है। अधिकांश राज्यों ने पुलिस बल में महिलाओं के लिए कुछ पद आरक्षित किए हैं। आरक्षण का हिस्सा 10% से 33% तक है। हालांकि किसी भी राज्य ने लक्ष्य हासिल नहीं किया है।

सभी राज्य सरकारों से अनुरोध तो किया गया है कि पुरुष कांस्टेबलों के रिक्त पदों को परिवर्तित करके महिला कांस्टेबल/सब-इंस्पेक्टर के अतिरिक्त पद सृजित किए जाएं, जिसका उद्देश्य यह है कि प्रत्येक पुलिस स्टेशन में कम से कम तीन महिला सब-इंस्पेक्टर और 10 महिला पुलिस कांस्टेबल हों ताकि एक महिला हेल्प डेस्क चौबीसों घंटे तैनात रहे। यह आंकड़ा काफी कम है, क्योंकि केंद्र सरकार राज्यों को यह सुनिश्चित करने की सिफारिश कर रही है कि उनके पुलिसकर्मियों में कम से कम एक-तिहाई महिलाएं हों। महिलाओं और बच्चों से संबंधित संवेदनशील मामलों को संभालते समय बल में एक बड़ी महिला उपस्थिति विशेष रूप से महत्वपूर्ण हो जाती है। अमेरिका में 2020 में पूर्णकालिक नागरिक कानून प्रवर्तन कर्मचारियों में से 60 प्रतिशत महिलाएं थीं। लेकिन पूर्णकालिक कानून प्रवर्तन अधिकारियों में केवल 13.1 प्रतिशत महिलाएं थीं। अमेरिका तक में कानून प्रवर्तन को निर्विवाद रूप से पुरुष-प्रधान पेशा माना जाता है, विशेष रूप से एफबीआई में। हालांकि शोध से पता चला है कि महिला अधिकारियों का समुदायों और कानून प्रवर्तन विभाग के समग्र प्रदर्शन पर सकारात्मक प्रभाव पड़ सकता है।

क्या पुलिस थाने के स्तर पर महिलाओं के लिए बुनियादी सुरक्षा और सुविधाएं सुनिश्चित की गई हैं? क्या उन्हें पुलिस बल में अपने पुरुष साथियों के साथ काम करने में कोई भेदभाव तो नहीं महसूस होता? क्या जेंडर इंटेलीजेंस को बिना किसी पूर्वाग्रह के स्वीकार किया जा रहा है? हमें समझना होगा कि प्रभावी पुलिसिंग शारीरिक, संज्ञानात्मक, भावनात्मक और पारस्परिक कौशल का संयोजन है। सभी को निरंतर इन विषयों पर प्रशिक्षण मिलना चाहिए। अधिक संख्या में अगर पुलिस बल को महिलाएं चुनती हैं तो यह तमाम लड़कियों के लिए साहस का प्रतीक बनेगा।

कृषि अब दोयम दर्जे की नहीं, इसमें स्टार्टअप समय की मांग

कोरोना ने खेती के मायने भी बदल दिए हैं। अब तक खेती को रोजगार, लाभ और व्यापार के नजरिए से दोयम दर्जे का माना जाता रहा है। कोरोना में जब सबकुछ बंद हुआ उस वक्त खुले थे तो सिर्फ खेती के दरवाजे। जहां अनाज भी था और काम का विकल्प भी। इस समय अच्छी बात ये है कि कभी परंपरागत, अप्रशिक्षित व अशिक्षित लोगों का कार्य माना जाने वाला कृषि क्षेत्र पुनः उभर रहा है। समय की मांग को देखते हुए आज कृषि विश्वविद्यालय के विद्यार्थी, आईआईटी, आईआईएम पासआउट व एमएनसी में कार्य करने वाले युवा नई तकनीक के माध्यम से इस क्षेत्र में उतरे हैं। इससे कृषि निवेश की बहार आ गई है। गत वर्ष 450 एग्रीकल्चर स्टार्टएप देश में शुरू हुए। कृषि में निवेश के बढ़ने व घटने के दौर को जब विस्तार से देखते हैं, तो पता चलता है कि 1950 के दशक में कृषि क्षेत्र ही आजीविका का मुख्य साधन था। उसकी जीडीपी में 56.1% हिस्सेदारी थी। आजादी के बाद पहली सरकार के आगे सबसे बड़ी चुनौती लोगों को शिक्षित करना थी। शिक्षा से आमजन को जोड़ने के लिए सरकार ने आमजन को सरकारी नौकरी मुहैया कराई। धीरे-धीरे सर्विस और इंडस्ट्री की भागीदारी जीडीपी में बढ़ती गई और कृषि क्षेत्र लगातार कम होता गया। 1950 के दशक में जिस कृषि की देश की कुल जीडीपी में 56.1 % हिस्सेदारी थी वह 2006 में 19.7% रह गई। इसी तरह 1950 के दशक में कृषि में निवेश 17.9% था, वह भी 2006 तक 5.7% तक सिमट गया। प्राइवेट सेक्टर कृषि निवेश से हाथ पीछे खींचने लगा था। इसके पीछे कुछ कारण थे। जैसे देश में सिंचाई के संसाधन कम थे और कृषि पूर्णतया मानसून पर आधारित थी। दूसरा कारण सरकारी निवेश पॉलिसी व उपलब्ध फंड पर निर्भर करता है और प्राइवेट निवेश मुनाफे पर निर्भर करता है, जबकि कृषि में निवेश करने प्राइवेट निवेशकों को मुनाफा कम व देरी से होता था। इसलिए प्राइवेट सेक्टर ने निवेश के लिए अन्य क्षेत्रों को चुना, जिनमें उन्होंने सरकार से तीन गुना तक अधिक भागीदारी निभाई।

निवेश को बढ़ावा देने और किसानों की आय दोगुनी करने के लिए सरकार नई अनुदान की योजनाएं लेकर आई, कृषि क्षेत्र में रिसर्च को बढ़ावा दिया, ट्रांसपोर्टेशन मजबूत किया, ग्रामीण एग्रीकल्चर इंफ्रास्ट्रक्चर में सुधार किया तथा फूड ग्रेन स्टोरेज साधन बढ़ाए। सिंचाई के लिए नहरों का जाल फैलाया गया, ड्रिप इरीगेशन का उपयोग बढ़ा और वर्ष 2015 में ‘पर ड्राप मोर क्रॉप’ को ध्यान में रखकर प्रधानमंत्री कृषि सिंचाई योजना शुरू हुई। इन्हीं प्रयासों से 2015 में वर्ष 2019 तक 36.2 लाख हेक्टेयर भूमि सिंचित हुई है। जिसके परिणामस्वरूप आज पुनः प्राइवेट सेक्टर इस तरफ आकर्षित हुआ व निवेश बढ़ा। कृषि में निवेश बढ़ने से ना केवल प्राकृतिक संसाधनों में वृद्धि होती है बल्कि उनका अधिकतम उपयोग भी होता है।

आज एशिया में कृषि क्षेत्र में निवेश करने पर आने वाला रिटर्न सबसे ज्यादा है, जो प्राइवेट सेक्टर को भारत में भी निवेश करने के लिए आकर्षित कर रहा है। यही कारण है कि 2006 तक घटा निवेश 6% से बढ़कर वित्तवर्ष 2021-22 में 18.8% तक हो गया है। इन सब प्रयासों से उम्मीद है कि अब कृषि एक उद्योग का रूप लेने लगा है, जिसमें बिजनेस, रोजगार की असीम संभावनाएं आने वाली हैं। इसमें नवाचार करके रोजगार-व्यापार पाने के विकल्प हो सकते हैं।

केंद्रीय स्वास्थ्य एवं परिवार कल्याण मंत्रालय ने राष्ट्रीय परिवार स्वास्थ्य सर्वेक्षण के पांचवें दौर यानी (एनएफएचएस-5) के अलग-अलग किए हुए आंकड़े जारी कर दिए हैं। यह सर्वेक्षण 2019 में शुरू हुआ था और दो वर्षों तक चला था। 2015-16 में संपन्न हुए चौथे दौर के बाद यह पहला मौका है जब एनएफएचएस के आंकड़े जारी किए जा रहे हैं और ये देश में व्यापक कल्याण को लेकर कई संकेतकों की दिशा के बारे में उल्लेखनीय जानकारी मुहैया कराते हैं। सबसे प्रमुख आंकड़ा पहले ही चर्चा में है और वह यह है देश की कुल प्रजनन दर यानी टीएफआर एनएफएचएस-4 के 2.2 की प्रतिस्थापन दर से गिरकर 2.1 से नीचे आ गई है। टीएफआर वह अनुमानित दर है जिसमें अनुमान लगाया जाता है कि प्रजनन योग्य आयु की महिला के कितने बच्चों को जन्म देने की संभावना है। यह अनुमान से पहले घटित हुआ है। आबादी में वृद्धि पर असर दिखने में समय लगेगा लेकिन यह स्पष्ट है कि बढ़ती समृद्धि और महिला शिक्षा जैसे कारकों ने आबादी की समस्या को हल करने में भूमिका निभाई है।

चूंकि प्रजनन दर में इजाफे के मामले में भौगोलिक और सामाजिक पहलुओं पर बहुत ध्यान दिया गया है इसलिए यह ध्यान देने वाली बात है कि सभी समुदायों की प्रजनन दर कम हुई। एनएफएचएस-5 में हिंदू महिलाओं की प्रजनन दर 1.94 रही और मुस्लिम महिलाओं की 2.2 रही। इस अंतर के लिए कुछ भौगोलिक स्थिति, आय और शैक्षणिक स्तर भी जवाबदेह हैं। एनएफएचएस-4 के बाद मुस्लिम महिलाओं की प्रजनन दर में सबसे तेज गिरावट आई है और कभी स्कूल नहीं जाने वाली मुस्लिम महिलाओं की तादाद एनएफएचएस- 4 के 31 प्रतिशत से घट एनएफएचएस- 5 में 22 प्रतिशत रह गई है। हिंदू महिलाओं में यह आंकड़ा 31.4 प्रतिशत से घटकर 28.5 प्रतिशत हुआ है। भौगोलिक दृष्टि से देखें तो शहरी इलाकों में प्रतिस्थापन दर के साथ टीएफआर 1.6 है और ग्रामीण इलाकों में यह 2.1 है।

एनएफएचएस डेटा के अन्य पहलू चिंतित करने वाले हैं। उदाहरण के लिए पांच वर्ष से कम आयु के ठिगने बच्चों की तादाद एनएफएचएस-5 में 23.4 प्रतिशत है जबकि चार वर्ष पहले यह 19.7 फीसदी था। पांच वर्ष से कम आयु के सामान्य से कम वजन वाले बच्चों का प्रतिशत भी बढ़ा है और वे 16.1 फीसदी से बढ़कर 19.1 फीसदी हो गये। बच्चों और महिलाओं में रक्ताल्पता बढ़ी है। इस बीच देश में एक तिहाई वयस्क मोटापे के शिकार हैं। स्वच्छता और पोषण के अन्य संकेतकों में सुधार हुआ है लेकिन ये संकेतक गलत दिशा में जा रहे हैं और दिखाते हैं कि युवाओं और महिलाओं में स्वास्थ्य और पोषण पर खास ध्यान देने की जरूरत है।

एनएफएचएस ने महिलाओं की जीवन गुणवत्ता को लेकर जरूरी आंकड़े पेश किए हैं। उदाहरण के लिए सरकार के निरंतर काम की बदौलत लगभग 100 प्रतिशत परिवारों में एलपीजी कनेक्शन है। परंतु देश के कई हिस्सों में एलपीजी का 60 से 70 प्रतिशत ही उपयोग हो पा रहा है। तमिलनाडु जैसे अपेक्षाकृत प्रगतिशील माने जाने वाले राज्यों समेत बड़ी तादाद में भारतीय मानते हैं कि घरों में महिलाओं के खिलाफ शारीरिक हिंसा जायज है। 18 से 49 आयु वर्ग की करीब एक तिहाई महिलाओं को शारीरिक हिंसा झेलनी पड़ी और यौन हिंसा झेलने वाली केवल 14 प्रतिशत महिलाएं उसकी औपचारिक शिकायत करती हैं। महिलाओं की शिक्षा का स्तर बढ़ने के साथ ही शारीरिक हिंसा की आशंका कम होती है। इसका अर्थ यह है कि महिलाओं पर केंद्रित विधिक और प्रशासनिक संरक्षण जारी रखना जरूरी है। तभी उन्हें आर्थिक और शैक्षणिक सशक्तीकरण प्रदान किया जा सकेगा।

धरती बचाने की चुनौती

जलवायु संकट पर कुछ समय पहले आई अंतरसरकारी पैनल (आइपीसीसी) की रिपोर्ट यह साफ तौर पर दर्शाती है कि धरती को और गर्म होने से बचाने से लिए जो उपाय किए जाने थे, उनमें हम नाकाम रहे हैं। पेरिस समझौते के अनुसार धरती का तापमान डेढ़-दो डिग्री तक और न बढ़ जाए, इसके लिए कदम उठाए जाने थे। इसके लिए कई देशों को ऐसे उपाय करने थे जो तापमान बढ़ने को रोक सकें। लेकिन अब तक इस दिशा में कोई खास प्रगति दिखी नहीं है। पेरिस समझौते के अनुसार 2025 तक इस लक्ष्य की ओर तेजी बढ़ना था और ग्रीनहाऊस गैस उत्सर्जन में तियालीस फीसद की कटौती करनी थी। इस ओर सार्थक कदम उठाने में गुजरे कल की देरी ने आज हमें कठिन चुनौतियों से घेर दिया है। जैसे उद्योग के क्षेत्र में ‘नेट-जीरो’ उत्सर्जन को शीघ्र ही हकीकत में तब्दील करना। इस लक्ष्य की ओर एक अहम कदम निर्माण कार्य में ऐसे सामान अथवा पदार्थों का प्रयोग करना जो प्रदूषण को न्यून करने में सहायक हों।

हाल में विश्व के अधिकतर मुल्कों ने प्लास्टिक प्रदूषण को कम करने का संकल्प लेते हुए संयुक्त राष्ट्र में एक प्रस्ताव पारित किया था। जलवायु संकट और प्लास्टिक के बीच एक गहरा रिश्ता है। वैश्विक उत्सर्जन का 3.8 फीसद हिस्सा सिर्फ प्लास्टिक की बदौलत होता है, जो आज गंभीर समस्या बन चुका है। 1907 से लेकर आज तक के इस छोटे से सफर में प्लास्टिक की यात्रा एक चमत्कारी खोज से जहरीले सच की हो चुकी है। इस तथ्य के जो अगिनत प्रमाण हैं, उन पर केवल एक झलक एक बात और साफ कर देती है। वह यह कि इस जहर से धरती का दम घुट रहा है। प्लास्टिक प्रदूषण इस हद तक फैल चुका है कि आने वाले तीन दशकों में (सन 2050 तक) समुद्र में मछलियों से ज्यादा प्लास्टिक का कचरा होगा। एक भयानक सत्य यह है कि दुनिया में पैदा किए जाने वाले प्लास्टिक का उनयासी फीसद कचरा दुनिया में मौजूद रह जाता है, और केवल इक्कीस फीसद प्लास्टिक कचरे का ही पुनर्चक्रण किया जाता है।

इस मामले में भारत भी बेदाग नहीं है। महामारी से पहले की 2019 की रिपोर्ट बताती है कि ये समस्या नई नहीं है। अंदाज लगाया जा सकता है कि महामारी के बाद तो समस्या और भी गंभीर हो गई होगी। 2020 की एक रिपोर्ट साफ बताती है कि समुद्रों में प्लास्टिक फेंकने के मामले में भारत भी एक प्रमुख देश है। संसद में पर्यावरण, वन और जलवायु परिवर्तन मंत्री का दिया बयान कहता है कि पिछले पांच साल में प्लास्टिक का कचरा दुगना हो चुका है और उत्पादित कचरे के केवल एक चौथाई का ही पुनर्चक्रण किया जाता है। क्या इन तथ्यों के साथ भारत का विकासशील देशों की आवाज होना, जैसा कि सदन में दावा किया गया, मुनासिब है?

इन सब तथ्यों और हकीकत के प्रकाश में अति विचित्र यह है कि हालांकि भारत उन एक सौ पचहत्तर देशों में से है जिन्होंने प्लास्टिक प्रदूषण कम करने का प्रस्ताव पारित किया था। संयुक्त राष्ट्र में लाया गया यह प्रस्ताव कमजोर इसलिए था क्योंकि इसमें हर देश को अपनी इच्छा से लक्ष्य निर्धारित करने की छूट थी। साथ ही कहा गया था कि विकास संबंधी नीतियों के आलोक में और कोई भी कानूनी रूप से बाध्यकारी संधि लागू नहीं की जाएगी। यह नजरिया अपनाना अपने स्वयं के पूर्व अधिष्ठान से बिल्कुल खिलाफ है, क्योंकि 2019 में हुए अंतराष्ट्रीय पर्यावरणीय सम्मेलन में इस तथ्य पर प्रकाश भारत ने ही डाला था।

आखिरकार एक कानूनी रूप से बाध्य संधि के लिए भारत का रजामंद होना कोई बड़ी बात नहीं है। पर इस बात को ध्यान में रखते हुए कि हमारी विधायिका और कार्यपालिका दोनों इस ओर कदम उठाने में एक हिचकिचाहट लिए चलते हैं, इस साल का बजट तारतम्यहीन रूप से पर्यावरण के विरोधी दिखता है। जैसे कि छत्तीसगढ़ के विशाल हसदेव अरण्य में खनन की मंजूरी देना, यह जानते हुए भी कि इससे जंगल का भारी नुकसान होगा; पांच दशकों की रोक के बाद हाथियों की खरीद-फरोख्त के हित में कानून सदन में पेश होना; कोंकण रेलवे के एक हिस्से का जंगल की भारी क्षति की कीमत पर बनवाया जाना; भू-स्खलन के खतरे के बावजूद चार-धाम मार्ग चौड़ा करते जाना आदि लाजिमी तौर पर यह सवाल खड़ा करते हैं कि भारत कहां तक पहुंचेगा, जब इन्हीं सब की तरह इस प्लास्टिक कम करने के दीर्घकालीन हित को विकास या फिर व्यापार करने में आसानी होने के हित के सामने झुकना पड़ेगा?

इस तरह के कई और सवाल जेहन में आते हैं। भारत विश्व का दूसरा सबसे अधिक जनसंख्या वाला देश है। ऐसे में जब जलवायु संकट के दुष्प्रभाव तेजी से सामने आ रहे हैं तो निश्चित ही हमारे कई शहर ज्यादा खतरे में होंगे। ऐसे में हमारे पास क्या विकल्प बचेगा? जब अर्थव्यवस्था के लिए पांच लाख करोड़ का लक्ष्य है, तो इस वृद्धि में क्या पर्यावरण को उसके महत्त्व के अनुसार तवज्जो दी जाएगी, जहां पर वह मानवी इच्छाओं, आकांक्षाओं के बराबर का हो और उनसे कम नहीं? क्या भारत पर्यावरण बचाने की कोशिशों में पूरी तरह से भागीदार होगा?

आइपीसीसी की रिपोर्ट पर संयुक्त राष्ट्र महासचिव ने कहा कि यह मानवता की पीड़ा का एक विशाल सूचक है और जलवायु संकट संबंधी नाकामी का प्रतीक। इसलिए यह सोचना लाजिमी है कि इन हालात को बदला कैसे जाए। यह बदलाव हमारी सोच से शुरू होगा, जहां यह बात पैठी हुई है कि पर्यावरण दोयम दर्जे पर है और मानव की इच्छाएं पहले हैं। जबकि सच इसके उलट लगता है। धरती पर प्राणियों के जीवित रहने के लिए स्वच्छ पर्यावरण की जरूरत है, इस बात को अब समझना होगा। अगर समस्या कानून या उसके लागू होने को लेकर है, तो उसका कारण दी जाने वाली सीख और विद्या ही है। एक शोध में यह सामने भी आया कि 1997 के बाद पैदा होने वाली पीढ़ी जलवायु संकट को लेकर बहुत सजग है। इसलिए पर्यावरण को लेकर एक जागरूकता पैदा होना बहुत जरूरी है, खासतौर से सरकारें जो नीतियां बना रही हैं, उनके बारे में भी शिक्षित किए जाने की जरूरत है।

आर्थिक जरूरत और राजनीतिक फायदे एक आयामी विकास का पलड़ा भारी किए रहे हैं। विशेषज्ञ और समीक्षक इस नतीजे पर पहुचे हैं कि जलवायु संकट अब तकरीबन प्राणनाशक हो चुका है। और यह बात साफ है कि अंतरराष्ट्रीय स्तर पर हमारे द्वारा कमजोर नीतियों को बढ़ावा प्रगतिशील देश होने के बहाने से दिया जा रहा है। प्लास्टिक का प्रयोग कम करने को लेकर ऐसे तथ्य सामने आए हैं जो राष्ट्रीय स्तर पर निर्धारित योगदानों को नाकाफी ठहराते हैं। ऐसे में पूछा जाने वाला सवाल साधारण-सा है कि अगर हमारा ध्यान जलवायु संकट के अनुकूल प्रक्रियाओं पर नहीं होगा तो यह आर्थिक विकास किसके लिए है? जब जीवित रहने की संभावना पर ही प्रश्न चिन्ह है तो फिर यह स्थिति मानवता की प्राथमिकताओं के बारे में क्या बयान करती है? लोगों को जान के खतरे के इस प्रत्यक्ष-अप्रत्यक्ष सच से आगाह करना, परम आवश्यक जान पड़ता है, परंतु जब यह बात बार-बार सामने आती है कि हर बात लाभ-हानि के मायनों में तोली जाती है, तो यह सारा कुछ एक हारा हुआ युद्ध-सा लगता है।
