Real Cost Of MSP For All Crops
Money for the scheme can instead provide Rs 21k annually to every poor rural family

Following the repeal of the three farm laws, demands for remunerating farmers for the entire output of all 23 crops for which the government currently announces minimum support prices (MSP) have become louder. This is a bad idea for at least four reasons.

First, the expansion of MSP would impose trillions of rupees worth of additional burden on the taxpayer in the forthcoming decade. Thus, consider first the implications for just rice and wheat, which currently account for the lion’s share of MSP payments.

Farmers sell only a fraction of their output of these crops in the marketplace, keeping the rest for self-consumption. In turn, the government procures at MSP a fraction of what is sold on the market. Based on the estimates provided by the latest Situation Assessment Survey of Agricultural Households, government procurement accounted for only 23.9% of the total output of rice and 20.8% of that of wheat in 2018-19.

With the current procurement already well in excess of storage capacity, the extension of MSP to all output would have to take the form of a deficiency payment. This would amount to a cash transfer to the farmer to the tune of the difference between the revenue calculated at MSP and that available in the open market at the market price. The amount will have to be calculated on the basis of hectarage devoted by the farmer to the crop, MSP and reasonable estimates of the average yield per hectare and the market price of rice or wheat.

Evidently, under full-MSP coverage, the deficiency payment would have to be made not just on the output the farmer sells in the market but also on that she keeps for self-consumption. This means that had the full coverage been available in 2018-19, output coverage under MSP that year would have been 4.2 and 4.8 times of the actual coverage in rice and wheat, respectively.

But the story does not end here. With price uncertainty fully eliminated for all farmers, MSP set above cost and political pressure almost certain to raise it annually, every farmer will increase her annual output through productivityenhancing measures. Yet more increases in output would come from a shift into wheat and rice from agricultural activities not covered by MSP.

These supply increases would lead to a progressive decline in the market price and a corresponding increase in deficiency payment per kilogram of output. Therefore, the total deficiency payment would rise over time due to not just a rise in output and MSP but also a fall in the market price. Add to this the fiscal burden of the extension of MSP to the entire output of the remaining 21 crops. With minuscule or no procurement currently, these crops offer considerable scope for output expansion and increase in deficiency payment over time.

The second problem that the extension of MSP poses is the shift into crops with MSP coverage and out of those without it. The result would be a reversal of ongoing diversification into such commodities as fruits and vegetables, increase in their prices over time and a setback to food processing in them.

Third, India’s MSP payments already violate the World Trade Organisation (WTO) rules on subsidies. A temporary peace clause on public stockpiling for food security has so far protected India from retaliatory actions by its trading partners against this violation. But the peace clause cannot provide it a cover against the deficiency payments since they would have nothing to do with stockpiling for food security. Nor would the extension of MSP to the numerous commodities that are not even a part of the public distribution system pass muster under the peace clause.

Finally, and perhaps most importantly, the shelling out of trillions of rupees worth of additional taxpayer money in the coming decades on MSP is bad use of public funds. The bulk of this money would end up in the pockets of large and better-off farmers rather than the rural poor, which is unconscionable.

The Situation Assessment Survey classifies only 54% of rural households as agricultural in 2018-19. Therefore, the proposed massive transfers under MSP would bypass not just the urban poor but also the landless rural poor among the 46% non-agricultural households. Furthermore, even within the 54% agricultural households, the transfers would be highly regressive. Only 29.5% of these households have land in excess of one hectare and only 11.8% in excess of two hectares. As a proportion of all rural households, agricultural households with more than one hectare land are 15.93% and those with more than two hectares just 6.37%.

A massive transfer programme that would largely benefit a small proportion of mostly well-off rural households would be not just unjust but immoral. Even if we conservatively assume that the extra payments under the proposed extension would average Rs 1.5 trillion per year over the next decade, should we not use those funds to make transfers to those in abject poverty? Spread evenly over the bottom 40% of rural households in 2018-19, such a vast amount would place Rs 21,700 annually in the hands of each household.

Russia, a legacy relationship with limitations
The India-Russia relationship stands deeply strained by larger geopolitical realities, but there is scope for improved ties

The Russian President Vladimir Putin’s short visit to New Delhi and the inaugural 2+2 meeting between India and Russia — which is India’s fourth such engagement with another country — will help improve Moscow-New Delhi ties, currently fraying under the pressure of larger global power shifts. Of all the diplomatic balancing acts India has to play in this milieu of geopolitical uncertainty, the one with Russia is the most significant. And yet, let the ongoing flurry of activity between Moscow and New Delhi not blind us to the global forces that will pose formidable challenges for the partnership.

There are constraints

Russia, no doubt, is a friend in need to India; but Moscow’s friendship comes with limitations. Not only would the realities of the global balance of power shrink the robustness of the relationship over time, but, more crucially perhaps, a legacy relationship based on limited interaction might eventually lose the warmth given that there is little organic, people-to-people content to the relationship.

To put it bluntly, unless the bilateral ties can move beyond arms sale/purchase, the phase of stasis will kick in sooner rather than later in India-Russia relations. Consider for instance, the India-Russia bilateral trade is around U.S.$10 billion, far lower than India’s trade with China and the United States, China’s trade with the U.S. and Russia, and even the U.S.’s trade with Russia. The Soviet-era cultural and people-to-people contacts have almost entirely evaporated. Arms sales alone won’t a relationship make.

Today, the India-Russia relationship stands deeply strained by the larger geopolitical realities which neither of them is completely in control of. The quadrilateral dynamics among India, China, the U.S. and Russia have different implications of varying degrees for all four states in this relationship, in particular for India.

The dynamics

Let us use the concept of primary and secondary antagonisms to understand the dynamics of this quad better. To a great extent, if not entirely, the dynamics of this six-way relationship, at the apex, is a function of the U.S.-China rivalry. In this six-way matrix, China-U.S. antagonism is the first order relationship and the U.S.-Russia, China-Russia and Russia-India are the second order relationships. While the second order relationships in this quad are, to a great extent, a product of the primary antagonism, the second tier relationships also have their own unique dynamics and implications.

For instance, India-China, a second order relationship in this quad, is both a product of the primary antagonism between the U.S. and China as well as a result of the regional geopolitical rivalry between India and China.

Even though China remains its primary antagonism, Washington has not yet succeeded in divorcing its less challenging second order antagonism (rivalry with Moscow) from it. Washington’s parallel rivalries with China and Russia (albeit to a lesser extent) have complicated matters for New Delhi.

What appears to be a near certainty in the medium to longer term is that the dynamics of the quadrilateral relationship, in particular India’s tense relations with China, will go on to complicate India’s time-tested partnership with Russia, a process that has already started.

Even though Beijing has not aggressively attempted to damage India-Russia relations, there is little doubt that China will attempt to drive a wedge between New Delhi and Moscow since isolating India in the larger Asian region suits Beijing’s larger game plan.

A few scenarios

It gets more complicated if we were to examine the various potential scenarios in this quadrilateral relationship. For instance, the extent of Chinese aggression towards India will play a role in determining India’s relationship with Russia. Consider this. An aggressive China will push India towards the U.S., and even though Russia would be understanding towards India’s rationale behind such a pro-U.S. tilt in the medium term, India’s relationship with the U.S. will invariably create hurdles in India-Russia relations in the longer term. Russian Foreign Minister Sergey Lavrov’s warning to India should be read in that context: “We expressed our serious concern to our Indian friends over the U.S. activity there (Asia-Pacific region) under the slogan of so-called Indo-Pacific strategies and the creation of closed bloc-type structures”.

Put differently, the more aggressive Beijing gets towards New Delhi, the more India would grow closer to Washington and Moscow. However, while Moscow would appreciate a close partnership with New Delhi, it may not be when it comes to a growing India-U.S. partnership. More so, if Moscow has to choose between Beijing and New Delhi, it would choose Beijing just as New Delhi would choose Washington over Moscow if it comes to that.

This also implies that an aggressive China may also help increase India-Russia relations in the short to medium term, something we may already be witnessing. Recall Defence Minister Rajnath Singh’s visit to Moscow in June 2020 soon after the stand-off between Indian and Chinese troops on the Line of Actual Control to procure more weapons systems, among other things.

In the meantime, the seemingly unresolvable first order antagonism (the U.S. versus China) also provides space for geopolitical hedges in the second order partnerships/antagonisms, i.e., India-Russia and even Russia-U.S. For instance, Russia’s dormant concerns about China’s rising influence in its traditional periphery, and Moscow’s relations with India in the broader context of Central and West Asia and the western Indian Ocean could prompt Moscow to maintain a certain degree of, albeit limited, geopolitical hedge vis-à-vis Beijing. India’s desire for a robust relationship with Russia will be more appreciated by the U.S. due to the Chinese aggression against India and the U.S.’s systemic and first order rivalry with Beijing. More so, once the reality of the rise of China becomes a concern for Moscow, it could potentially open conversations with Washington to create a balance vis-à-vis Beijing which suits Indian interests.

At the same time, however, if there is a rapprochement between the U.S. and Russia or a reduction in the war of words between the U.S. and China, this may or may not have a direct and substantive impact on Sino-Indian relations since the strains in Sino-Indian relations are not just a product of global balance of power but, more fundamentally, a result of India-China dynamics in the Southern Asian region. Put differently, no matter what the state of global geopolitics is, the essential (adversarial) nature of India-China relations is unlikely to undergo a fundamental transformation. For New Delhi, the principal antagonism is China. Therefore, New Delhi must exploit strategies and partnerships that can help address the China challenge more effectively. This means that India has to carefully balance its growing partnership with the U.S. with its somewhat delicate relationship with Russia.

Potential for cooperation

Let us return to the India-Russia ties and examine the potential for cooperation between the two sides. In a sense, the U.S. withdrawal from Kabul and India’s relationship with Moscow have helped New Delhi to adopt more flexible strategies vis-à-vis Afghanistan as well as the broader region. Given the close relationship that New Delhi enjoyed with Washington, American presence in Kabul had, in a way, limited India’s options as New Delhi was broadly encouraged to follow U.S. policy in the region. With the Americans gone, India can openly cooperate with Moscow and even Tehran, especially if the Joint Comprehensive Plan of Action (JCPOA) renegotiations succeed, and engage Afghanistan and the Central Asian region with their help.

If New Delhi plays its cards well, it can use Moscow to gain more geopolitical heft in the region — while the U.S. provided New Delhi status quo in the region, Moscow could provide India with more direct opportunities. Of course, New Delhi would need to be prepared for adverse reactions from Beijing and Islamabad.

Yet another area of cooperation between Moscow and New Delhi is the Indian Ocean Region, especially the western Indian Ocean where Russia has been expanding its influence and India has significant interests.

For New Delhi, located in an unstable and virtually friendless neighbourhood, friendship with Russia is important notwithstanding the structural limits to such a friendship. It will, therefore, take a great deal of diplomatic agility from New Delhi to stay the course and improve the relationship with Moscow amidst high-stakes geopolitical contestations.

एक नई संवैधानिक व्यवस्था की जरूरत

कुछ दिन पहले राष्ट्रपति रामनाथ कोविंद ने देश की उच्च न्यायपालिका को न्यायालयों में सुनवाई के दौरान ‘अत्यधिक सावधानी एवं संवेदनशीलता’ बरतने की सलाह दी। इससे पहले अगस्त मध्य में देश के मुख्य न्यायाधीश एन वी रमण ने कहा था कि ढीले-ढाले ढंग से तैयार कानूनों की व्याख्या करने में संवैधानिक न्यायालयों को कठिनाई होती है। इसका एक समाधान यही है कि कोई भी कानून तैयार करने से पहले संसद में इस पर बहस एवं पूर्ण चर्चा होनी चाहिए। इसका एक लाभ यह होगा कि न्यायापालिका उस संदर्भ को बखूबी समझ पाएगी जिसे ध्यान में रखकर संबंधित कानून बनाया गया है। पिछले एक वर्ष के दौरान तीनों नए कृषि कानूनों का विरोध कर रहे किसान संगठनों को जब अपनी बात रखने के लिए कहा गया तो उन्होंने उच्चतम न्यायालय की बात सुनने से इनकार कर दिया।

ऐसे मामले यदा-कदा सामने नहीं आते हैं और एक दूसरे से अलग भी नहीं होते हैं। ऐसे उदाहरण राज्य के अंगों-कार्यपालिका, न्यायपालिका, राजनीतिक वर्ग एवं विभिन्न संबंधित पक्षों सहित आम लोगों में गहरी निराशा के परिचायक हैं। हमारी लोकतांत्रिक प्रक्रिया और इसके विभिन्न घटक जिस तरह से काम कर रहे हैं उनसे कोई भी संतुष्ट नहीं है। जब हमारा संविधान तैयार हुआ था तो इसे एक क्रांतिकारी और उदार सिद्धांतों का एक उम्दा उदाहरण माना गया था। समय के साथ इसमें बदलाव का भी पर्याप्त प्रावधान था। मगर अब यह उस तरह काम नहीं कर रहा है जिस तरह से उसे करना चाहिए। अगर 1949 में तैयार हुए संविधान में 72 वर्षों में 105 संशोधन की जरूरत होती है और सातवीं अनुसूची में 280 से अधिक कानून के वर्णन से न्यायपालिका को इनकी विवेचना में कठिनाई पेश आती है, साथ ही सड़क पर बैठेलोग कानून में बदलाव का कारण बन जाते हैं तो निश्चित तौर पर हमें संविधान बदलने की जरूरत आन पड़ती है। अमेरिकी संविधान को अस्तित्व में आए लगभग ढाई सौ वर्ष पूरे हो गए हैं मगर इसमें अब तक कुल 27 संशोधन ही किए गए हैं। भारत में हरेक तीन वर्षों में दो बदलाव करने पड़ रहे हैं। यह शायद ही स्थिर राजनीति के लिए अनुकूल है।

आखिर भारतीय संविधान में किस तरह की त्रुटियां हैं? यह तो सभी पहले से ही जानते हैं कि यह भारत की वास्तविकताओं को परिलक्षित नहीं करता है। एक बात तो साफ दिख रही है कि कार्यपालिका, न्यायपालिका और विधायिका सहित राज्य के विभिन्न अंगों एवं लोकतंत्र में सबसे अधिक शक्तिशाली जनता के बीच आपसी समन्वय का नितांत अभाव है। मसलन न्यायपालिका को इतनी अधिक ताकत मिली है कि वह संविधान का उल्लंघन नहीं करने वाले कानून को भी निरस्त कर सकती है, वहीं कार्यपालिका विधायिका पर भारी पड़ती है। इसी तरह, राज्यों की तुलना में केंद्र को कहीं अधिक आर्थिक अधिकार प्राप्त हैं और इसी तर्ज पर राज्यों के पास स्थानीय निकायों से अधिक ताकत है। संक्षेप में कहें तो लोकतंत्र के इस वृक्ष की जड़ कमजोर है।

इसका नतीजा यह है कि राज्य का कोई भी अंग दूसरे अंग को उत्तरदायित्व का निर्वहन करने से रोक सकता है और इनमें कोई भी अपने अधिकारों का इस्तेमाल वैध एवं प्रभावी तरीके से नहीं कर सकता है। न्यायपालिका न्यायाधीशों की नियुक्ति कर सकती है मगर यह कार्यपालिका को परोक्ष रूप से ऐसी नियुक्तियों को प्रभावित करने से नहीं रोक सकती है। जब उच्चतम न्यायालय ने राष्ट्रीय न्यायिक नियुक्ति आयोग का प्रावधान निरस्त कर दिया तो कार्यपालिका ने अब नियुक्ति में देरी कर कुछ नियुक्तियों पर हामी नहीं भरने का अधिकार हासिल कर लिया है। न्यायपालिका अनुच्छेद 142 के तहत कानून भी बना सकती है मगर इसके क्रियान्वयन के लिए उसे राज्य के संसाधनों की जरूरत होगी और वह संसाधन कार्यपालिका ही दे सकता है। इसी तरह, विधायिका को कानून बनाने का अधिकार है मगर सामाजिक दबाव एवं सड़क-नुक्कड़ पर हो रहे विरोध प्रदर्शन के कारण यह उपयुक्त कदम नहीं उठा पाती है। देश के ज्यादातर हिस्सों में गोहत्या पर पाबंदी के बावजूद गायों की तस्करी और इसके प्रत्युत्तर में हो रही हिंसा इसका एक उदाहरण है।

पिछले कई वर्षों से देश का शीर्ष न्यायालय किसी बड़े संवैधानिक मामले पर निर्णय नहीं ले पाया है। सबरीमला समीक्षा से लेकर अनुच्छेद 370 और नागरिकता संशोधन कानून से लेकर अंतर-राज्यीय विवाद (कावेरी विवाद) का कोई हल नहीं निकल पाया है। न्यायालय ने राज्यों को मंदिरों के नियंत्रण से दूर रहने के लिए कहा है मगर इन निर्देशों का कभी पालन नहीं हुआ है। 2018 में शीर्ष न्यायालय ने कहा था कि एससी/एसटी कानून का इस्तेमाल मनमाने ढंग से लोगों को गिरफ्तार करने के लिए नहीं किया जा सकता है। मगर इस निर्णय पर राजनीतिक गलियारों में इतना शोरगुल हुआ कि संसद ने यह आदेश पलट दिया और बाद में न्यायालय ने भी संसद के इस कदम पर अपनी मुहर लगा दी। उच्चतम न्यायालय ने पुलिस सुधार के निर्देश दिए हैं मगर ज्यादातर राज्यों ने इसे लागू नहीं किया है। सरल शब्दों में कहें तो राज्य के सभी अंगों ने संविधान के प्रावधानों के क्रियान्वयन से अधिक इन्हें निष्प्रभावी करने के तरीके अपनाए हैं। राज्य के सभी अंगों के पास एक दूसरे के अधिकारों पर कैंची चलाने का अधिकार है मगर किसी के पास कोई कानून प्रभावी रूप में क्रियान्वित एवं उसे लागू करने का अधिकार नहीं है। अब इन परिस्थितियों में कानून बनाने का अधिकार सड़क पर विरोध प्रदर्शन कर रहे लोगों को मिल जाए तो इसमें हैरान होने की कोई बात नहीं है। किसानों के प्रदर्शन ने उच्चतम न्यायालय की कार्य शैली को भी प्रभावित किया है। शीर्ष न्यायालय ने किसी भी पक्ष की बात सुने बिना कृषि कानूनों पर रोक लगा दी। शक्ति में ऐसे असंतुलन केवल कानून में बदलाव या संविधान में संशोधन कर दुरुस्त नहीं किए जा सकते हैं।

सभी लोगों के प्रतिनिधित्व वाली एवं एक समावेशी समिति को शायद संविधान पर व्यापक विचार करना चाहिए और उसके बाद सामने आए प्रस्तावों पर नव नियुक्त संविधान सभा या फिर स्वयं संसद को विचार करना चाहिए। नए संविधान के लिए कम से कम 80 प्रतिशत से अधिक मतदान का प्रावधान होना चाहिए। खासकर, कुछ विशेष विषयों में तो अवश्य बदलाव किया जाना चाहिए। पहली बात, समवर्ती सूची समाप्त की जानी चाहिए और ज्यादातर अधिकार राज्यों को देकर कुछ अधिकार ही केंद्र को दिए जाने चाहिए। स्थानीय

निकायों के लिए एक अलग अनुसूची बननी चाहिए ताकि राज्य उनके अधिकारों का अतिक्रमण नहीं कर पाएं। लोकतांत्रिक अधिकारों का इस्तेमाल करने के लिए स्थानीय निकाय सर्वाधिक उपयुक्त स्थान हैं मगर इस समय सरकारी संरचना का यह सबसे कमजोर हिस्सा है। न्यायपालिका और राज्य के बीच अधिकारों के आवंटन पर भी विचार होना चाहिए। न्यायपालिका को कानून बनाने की अनुमति नहीं होनी चाहिए। उच्च न्यायपालिका का विभाजन कर एक शीर्ष अपील न्यायालय और संवैधानिक न्यायालय का गठन होना चाहिए। जनहित याचिकाओं पर निर्णय लेने का अधिकार केवल संवैधानिक न्यायालय को होना चाहिए। इन याचिकाओं पर निर्णय उसी स्थिति में होना चाहिए जब ये मूल रूप से कानून से संबंधित हों। इन दिनों राष्ट्रीय राजधानी क्षेत्र में प्रदूषण की रोकथाम के लिए एसयूवी के प्रवेश पर रोक लगाने या फिर केंद्र की टीकाकरण नीति की समीक्षा करने के लिए भी लोग एवं विभिन्न संगठन जनहित याचिकाएं दायर करने लगे हैं। स्थानीय स्तर पर त्रि-स्तरीय राज्य संरचना का अधिकतम इस्तेमाल होना चाहिए ताकि वे स्वयं से जुड़े महत्त्वपूर्ण विषयों पर वे मुखर होकर अपनी बात कह सकें।

अनुपस्थित जनप्रतिनिधि

प्रधानमंत्री ने सदन में उपस्थिति के मसले पर भले भाजपा के सांसदों को सलाह दी है, लेकिन उनकी बातें सभी दलों से जुड़े जनप्रतिनिधियों के लिए अहम मानी जानी चाहिए। यह किसी से छिपा नहीं है कि लोकसभा या राज्यसभा में सदस्य के तौर पर चुने जाने के बाद बहुत सारे सदस्य संबंधित सदन में नियमित तौर पर उपस्थित होना बहुत जरूरी नहीं समझते। शायद ही कभी ऐसा होता हो जब सदन में सभी सांसदों की उपस्थिति सुनिश्चित होती हो। ऐसे मौके आम होते हैं, जब सदन में बहुत कम सदस्य मौजूद होते हैं और इस बीच वहां कई जरूरी काम निपटाए जाते हैं।जरूरत के संदर्भ में छुट्टी पर होने या अपने क्षेत्र में कोई अनिवार्य काम निपटाने की वजह से अनुपस्थित होने के पीछे एक तर्क है, लेकिन बिना किसी महत्त्वपूर्ण वजह के गैरहाजिर होना अगर एक प्रवृत्ति बनती है तो यह न सिर्फ संसद के कामकाज में सभी पक्षों की भागीदारी को कमजोर करेगा, बल्कि इसे जनता के नुमाइंदों के अपनी जिम्मेदारी से बचने के तौर पर भी देखा जा सकता है। मुश्किल से हासिल की गई सदस्यता के बाद सदन की कार्यवाही में शामिल नहीं होने का खमियाजा आखिरकार जनता को उठाना पड़ता है।

प्रधानमंत्री ने भाजपा सांसदों के बहाने एक तरह से सदन से बेवजह अनुपस्थित रहने की इसी प्रवृत्ति पर टिप्पणी की है। भाजपा संसदीय दल की बैठक में उन्होंने सांसदों की गैरहाजिरी को जिस तरह गंभीरता से लिया, उसकी अपनी अहमियत है। इसके लिए उन्होंने साफ लहजे में हिदायत दी कि वे खुद में बदलाव लाएं, नहीं तो बदलाव वैसे ही हो जाता है। प्रधानमंत्री की इस बात में जरूरी संदेश छिपे हो सकते हैं, मगर इतना साफ है कि अगर सांसद अपनी जिम्मेदारी के प्रति गंभीर नहीं होते हैं तो लोकतंत्र में जनता ऐसे नेताओं का भविष्य तय करती है।सवाल है कि लोकसभा या राज्यसभा के लिए चुने जाने के बाद सांसदों को यह अलग से बताए जाने की जरूरत क्यों होनी चाहिए कि सदन में मौजूदगी उनका दायित्व है! इस जिम्मेदारी को उन्हें खुद क्यों नहीं महसूस करना चाहिए? इसलिए प्रधानमंत्री की इस टिप्पणी का संदर्भ भी समझा जा सकता है कि बच्चों को बार-बार टोका जाता है तो उन्हें भी अच्छा नहीं लगता है। जाहिर है, यह सांसदों के लिए थोड़ी कड़वी घुट्टी है, मगर उनकी कमियों की ओर ध्यान दिलाने की कोशिश भी है।

दरअसल, वह महत्त्वपूर्ण विधेयकों के सूचीबद्ध होने का मामला हो या अन्य जरूरी समकालीन मुद्दों पर विचार-विमर्श या बहस का, अनेक मौकों पर यह देखा जाता है कि बहुत कम सांसदों की उपस्थिति में सदन की कार्यवाही चलती रहती है। ऐसे में किसी भी मुद्दे पर अलग-अलग पक्षों के साथ विचार-विमर्श नहीं हो पाता है। जबकि हमारे देश की राजनीतिक-सामाजिक और भौगोलिक परिस्थितियों के मद्देनजर देखें तो यह जरूरी है कि संसद की कार्यवाही और वहां तय होने वाले नियम-कायदों, बनने वाले कानूनों में जरूरी विविधता की झलक मौजूद रहनी चाहिए।अगर कोई विधेयक बिना बहस के पारित होता है तो संभव है कि भविष्य में उसके एकपक्षीय होने या संबंधित समुदाय या वर्ग का पक्ष मौजूद नहीं होने की शिकायत उभरे। इसके अलावा, सदन के संचालित होने का जो दैनिक खर्च आता है, उसका बोझ आखिरकार जनता को उठाना पड़ता है। फिर जिस केंद्र से देश को चलाने के लिए नीतिगत फैसले होते हों, उसमें जनप्रतिनिधियों की भागीदारी यों भी एक जरूरी दायित्व है। सदन का काम मुख्य रूप से जनप्रतिनिधियों के जरिए ही पूरा होता है, इसलिए इसकी अहमियत भी समझी जानी चाहिए।

गरीबी में बढ़ते अमीर

अकेलेपन की बढ़ती समस्याभारत ऐसा गरीब और आर्थिक असमानता वाला देश है जहां अधिक संख्या में धनवान आबाद हैं। ऐसा देश है जहां गरीबों की संख्या जितनी तेजी से बढ़ रही है‚ वहीं अमीरों की अमीरी भी उतनी ही तेजी से बढ़ रही है। मंगलवार को जारी ‘विश्व असमानता रिपोर्ट–2022’ में यह बात कही गई है। विश्व के सौ जाने–माने अर्थशास्रियों ने देशों की आर्थिक असमानता का अध्ययन करके यह रिपोर्ट तैयार की है। इस रिपोर्ट की विशेषता यह भी है कि पहली बार इसमें लैंगिक आय असमानता के आंकड़े भी दिए गए हैं। भारत में लैंगिक असमानताएं बहुत ज्यादा होने के कारण लैंगिक आय असमानता को रिपोर्ट में शामिल किया जाना महवपूर्ण कहा जा सकता है। रिपोर्ट की प्रस्तावना नोबेल पुरस्कार से सम्मानित अर्थशास्री अभिजित बनर्जी ने लिखी है। रिपोर्ट से पता चलता है कि भारत में आजादी से पहले के समय में आर्थिक असमानता ज्यादा थी। अंग्रेजों के राज में 1858 से 1947 के बीच असमानता ज्यादा थी। तब 18 प्रतिशत लोगों का 50 प्रतिशत आमदनी पर कब्जा था। लेकिन आजादी के पश्चात पंचवर्षीय योजनाएं शुरू होने पर यह आंकड़ा कम होकर 35–50 प्रतिशत पर आ गया। कहना न होगा कि पंचवर्षीय योजनाओं का महत्त्व 1991 में उदारीकरण का दौर आरंभ होने के बाद घटने लगा। यहीं से अमीरों की संख्या में भी इजाफा होना शुरू हो गया। लेकिन निम्न मध्यम के साथ ही गरीबों की स्थिति में कोई ज्यादा बदलाव नहीं आ पाया। वैसे 1980 के दशक से ही विश्व के तमाम देशों में आमदनी और संपत्ति की असमानता बढ़ने लगी थी। इसके बड़े कारण रहे–बढ़ता उदारीकरण और विनियमन का क्रियान्वयन। अमेरिका और रूस में तेजी से उदारीकरण और विनियमन कार्यक्रम क्रियान्वित किए गए जबकि चीन‚ यूरोपीय देश और भारत में इनकी रफ्तार बनिस्बत कम तेज थी। बहरहाल‚ यह रिपोर्ट इस तथ्य की पुष्टि करती है कि नियोजित विकास को दरकिनार किए जाने के नुकसान ज्यादा हैं। जरूरी है कि तमाम तबकों की आय और संपत्ति बढ़ाने के लिए विनियोजित योजनाओं के जरिए विकास की अवधारणा को न बिसराया जाए। कहने में गुरेज नहीं है कि उदारीकरण और विनियमन कमजोर तबकों को प्रतिस्पर्धा में हाशिये पर धकेल देता है‚ और समावेशी विकास की बात बेमानी लगने लगती है।

विश्व में अकेलेपन की समस्या कितनी बढ़ गई है‚ उसका एक अंदाज तो इससे लग सकता है कि ब्रिटेन और जापान जैसे प्रमुख देशों ने केंद्रीय मंत्रिमंडल में अलग से अकेलेपन को कम करने के मंत्री नियुक्त किए हैं। अनेक अध्ययन बता रहे हैं कि डिमेंशिया‚ हृदय रोग व स्ट्रोक का खतरा अकेलेपन से 30 से 40 प्रतिशत तक बढ़ सकता है। अवसाद की ओर बढ़ाने में भी अकेलेपन की बड़ी भूमिका है।

जापान में कोविड से पहले किए एक सर्वेक्षण में लगभग 55 प्रतिशत लोगों ने कम या अधिक हद तक अकेलेपन से त्रस्त होने की स्थिति बताई। सरकारी आंकड़ों के अनुसार 5 लाख से अधिक व्यक्ति ऐसी स्थिति में हैं‚ जहां वे अपने को शेष दुनिया से अलग रखने का प्रयास करते हैं‚ कई मामलों में तो वर्षों तक। अमेरिका में कोविड के आने से पहले एक सर्वेक्षण ने बताया कि 50 प्रतिशत व्यक्ति कभी–कभी या स्थायी तौर पर अकेलेपन से प्रभावित हैं। 12.8 करोड़ परिवारों में से 28 प्रतिशत परिवार ऐसे हैं‚ जिनमें मात्र एक सदस्य है। सात में से एक वयस्क अकेला रहता है। यदि केवल 9 बड़े शहरों को देखा जाए तो 4 में से एक वयस्क अकेला रहती/रहता है और 50 प्रतिशत पारिवारिक इकाइयों में मात्र एक सदस्य है। अमेरिका में 3.6 करोड़ वयस्क अकेले रहते हैं। अमेरिका में विवाह की औसत आयु मात्र 8 वर्ष है। ब्रिटेन में एक सर्वेक्षण में पाया गया कि 2 लाख वृद्धों ने 1 महीने से किसी रिश्तेदार या मित्र से बात नहीं की थी। इस सर्वेक्षण के बाद ही वहां अकेलेपन के मंत्री की नियुक्ति हुई।

इन आंकड़ों से पता चलता है कि अनेक धनी देशों में अकेलेपन की प्रवृत्ति भारी पड़ रही है। आधुनिकता के दौर में यहां सामाजिक संबंधों के स्थान पर व्यक्तिवाद को बढ़ावा दिया गया। व्यक्तिवादी सोच और बढ़ती समृद्धि ने अनचाही दिशा–सामाजिक विघटन–की पकड़ ली है व यह बढ़ते अकेलेपन के रूप में प्रकट हो रही है। हालांकि इन प्रवृत्तियों के अनेक चिंताजनक परिणाम सामने आ रहे हैं पर इन्हें रोक पाना कठिन हो रहा है। बच्चों वाले परिवारों के बारे में अमेरिका में पाया गया है कि यदि तलाक या सेप्रेशन की वजह से परिवार टूटता है‚ तो ऐसे लगभग 50 प्रतिशत परिवारों में आर्थिक तंगी बहुत बढ़ जाती है। इसके बावजूद साथ रहना भी इतना असहनीय माना जाता है कि तलाक या सेप्रेशन को रोका नहीं जा सकता है। इन दिनों नये सिरे से सामाजिक विघटन को पर्यावरण की बिगड़ती स्थिति से भी जोड़ा जा रहा है। यदि किसी समृद्ध देश में परिवार टूटता है‚ तो इसके साथ फ़्रिज‚ एयरकंड़ीशनर‚ हीटर‚ कार आदि तमाम तरह की ऊर्जा का निरंतर उपयोग करने वाले उपकरण भी एक से दो या दो से चार तक बढ़ जाते हैं। इस तरह पर्यावरण पर दबाव बढ़ता है। अमेरिका में 33 करोड़ की जनसंख्या पर 13 करोड़ पारिवारिक इकाइयां हैं।

वृद्धावस्था में अकेले रहने में अनेक कठिनाइयां हैं पर युवावस्था में अकेलेपन का अहसास होना भी कोई कम कष्टदायक नहीं है। कुछ व्यक्ति कहते हैं कि वे अकेले रहकर ही सुखी हैं। उनकी बात उनके लिए सही है‚ और वास्तव में अकेलेपन का अर्थ केवल अकेला रहने में नहीं है अपितु अकेलेपन के अहसास से है। कोई व्यक्ति भीड़ के बीच भी अपने को अकेला महसूस कर सकता है‚ या सहकर्मियों से भरे हुए कार्यालय या छात्रों से भरे कालेज में भी। जहां तक अवसाद की ओर जाने का प्रश्न है तो अकेलेपन का अहसास ही अधिक महत्वपूर्ण है। अधिक धनी देशों के अनुभव से अन्य देशों को सीखना चाहिए और सामाजिक संबंधों की प्रगाढ़ता और समरसता पर‚ सामुदायिक जीवन पर और परिवार की रक्षा पर अधिक ध्यान देना चाहिए अन्यथा बाद में पारिवारिक और सामाजिक टूटन से उत्पन्न समस्याओं को संभालने पर ही बहुत खर्च करना पड़ सकता है।

अमेरिका के बारे में अनुमान लगाया गया है कि टूटे हुए और एकल सदस्य परिवारों की सहायता पर जो राशि आज खर्च की जा रही है‚ वह उस राशि से 1000 गुणा अधिक है जो परिवार को मजबूत बनाने के लिए खर्च की जा रही है। दरअसल‚ जब परिवार में टूटन होती है तो इन परिवारों विशेषकर महिलाओं को सरकारी सहायता की बहुत जरूरत होती है। इसके अतिरिक्त मानसिक स्वास्थ्य संबंधी समस्याओं के इलाज पर भी खर्च बढ़ जाता है। इस बढ़ते खर्च को देखते हुए सवाल उठाया गया है कि परिवारों को बचाने पर खर्च को बढ़ा दिया जाए तो यह बजट के उपयोग का कहीं बेहतर तरीका होगा। इस तरह बहुत सा दुख–दर्द भी कम हो जाएगा। सामाजिक टूटन और अकेलेपन को कम करने के लिए समुदाय‚ परिवार‚ शिक्षा संस्थानों के स्तर पर बहुत कुछ किया जा सकता है। समय आ गया है कि इस अति महत्वपूर्ण मुद्दे पर बेहतर ध्यान दिया जाए। यह बेहद रचनात्मक कार्य है जिसमें बच्चों‚ युवाओं‚ उनके माता–पिता‚ बुजुर्गों सभी की सार्थक भागीदारी होनी चाहिए और वे सभी इससे लाभान्वित भी होंगे।

अकेलेपन की समस्या को लेकर पश्चिमी देशों में जो प्रयास किए जा रहे हैं‚ कभी–कभी लगता है कि वे स्वयं अकेले पड़ गए हैं। कहने का अर्थ यह है कि उनके नेक इरादे होने के बावजूद उनमें समग्रता नहीं है‚ सामाजिक बदलाव की समग्र समझ नहीं है और सामाजिक मुद्दों के जो अन्य मुद्दों से अंर्तसंबंध हैं‚ उनकी समझ नहीं है। इस कारण इन प्रयासों के दीर्घकालीन और टिकाऊ लाभ नहीं मिल पा रहे। उनसे सीखते हुए हमें चाहिए कि सामाजिक समरसता को अधिक समग्र समझ बनाने का कार्य करें। सब मामलों में परंपराएं सही नहीं हैं और सब मामलों में आधुनिकता सही नहीं है। हमें परंपरा और आधुनिकता का सही संतुलन बनाना है। यह चुनौती भरा पर बहुत रचनात्मक सार्थक और रोचक कार्य है। प्रायः इस तरह के आर्थिक–राजनीतिक मुद्दों पर तो तुरंत ध्यान दिया जाता है पर इस तरह की सामाजिक समस्याओं को उपेक्षित किया जाता है जिसके कारण वे निरंतर बढ़ती हुई गंभीर रूप धारण कर लेती हैं।

समय आ गया है कि ऐसे सामाजिक मुद्दों पर भी विकास की राह निर्धारित करते समय समुचित ध्यान दिया जाए ताकि बाद में हमें उपेक्षा की महंगी कीमत न चुकानी पड़े। अनेक विकसित देशों के अनुभवों से यह सच्चाई सामने आ रही है‚ और इसे कतई नजरंदाज नहीं किया जाना चाहिए।

जितना इलाज किया, उतना ही बढ़ता गया भ्रष्टाचार

किसी भी परिवार, समुदाय, धर्म, समाज और राष्ट्र में नैतिकता का सर्वोच्च महत्व होता है। लेकिन हर संदर्भ में अनैतिकता और नैतिकता के बीच लगातार द्वंद्व की भी कहानियां हमको मालूम हैं। राम और रावण, दुर्योधन और युधिष्ठिर से लेकर गांधी और विदेशी राज तक हमने यही देखा है। हमने आजादी की लड़ाई को एक निष्कलुष राष्ट्र निर्माण के सपने से जोड़कर देखा था, इसलिए आजादी के बाद के भारत की कहानी में हर दशक में भ्रष्टाचार को लेकर बड़े सवाल उठाए गए हैं, और बड़े वादे भी किए गए हैं। कांग्रेस जब शासन में थी और भ्रष्टाचार का बोलबाला हुआ, तो 70 और 80 के दशक की पीढ़ियों के दिमाग में कांग्रेस ही भ्रष्टाचार का पर्याय बन गई थी। जैसे अंग्रेजी राज के खत्म होने पर भ्रष्टाचार के उन्मूलन का सपना स्वाधीनता सेनानियों की उम्मीदों का आधार था, वैसे ही कांग्रेस राज के विस्थापित होने पर आने वाली गैर-कांग्रेसी सरकारों को कम से कम भ्रष्टाचार की कसौटी पर एक बेहतर विकल्प के रूप में मानकर 1967 से 2019 तक जनादेश मिलते रहे हैं। मगर भ्रष्टाचार का जितना इलाज हो रहा है, यह बीमारी उसी अनुपात में बढ़ रही है।

भ्रष्टाचार के सामाजिक विमर्श को देखें, तो किसी भी व्यक्ति द्वारा अपने अधिकारों का निजी हित में दुरुपयोग करना भ्रष्टाचार है। अब इसमें दारोगा की छोटी हरकत और संसद व विधानसभाओं में बैठे बड़े-बड़े नेताओं की हेराफेरी को विस्तार से बताने की जरूरत नहीं है। यही सच निचली अदालतों से लेकर सर्वोच्च अदालत के न्यायाधीशों तक लागू होता है। छोटे बाबू से लेकर मुख्य सचिव के बीच में भ्रष्टाचारी हरकतें भी एकरूपता का सूत्र बनाती हैं। इसीलिए जड़ में देखने की जरूरत है। वस्तुत: तीन कारणों से भ्रष्टाचार की जड़ें पनपती हैं- अभाव, अन्याय और अनैतिकता। जब जिंदगी के लिए जरूरी वस्तुओं का अभाव रहता है, तो अपनी जरूरतों को सर्वोच्च महत्व देने की प्रवृत्ति के कारण साधारण और असाधारण, सभी प्रकार के मनुष्यों का स्वार्थ प्रबल हो जाता है और हम अपने हिस्से का हित साधने के लिए रुपये-पैसे से लेकर परिवार और जाति-बिरादरी तक का दुरुपयोग करने से पीछे नहीं हटते।

अभाव का खात्मा ही अभाव से जुड़े भ्रष्टाचार का समाधान है, इसलिए नागरिक अधिकारों की सर्वोच्चता की बात की जाती है। प्रशासन में पारदर्शिता पर आग्रह है। तकनीकी के जरिये सूचना और निगरानी की मान्यता है। यूरोप के देशों में नियमबद्धता की आदत और नव-स्वाधीन एशियाई व अफ्रीकी देशों में चारों तरफ भ्रष्टाचार की फैलती जड़ों के बीच इसी आयाम का अंतर है। जहां तक अन्याय की बात है, तो यह शक्ति संतुलन और सत्ता के विमर्श से जुड़ा पक्ष है। गोस्वामी तुलसीदास भी बता गए हैं, समरथ कहुं नहिं दोषु गोसाईं।

मगर सबसे बड़ा तकाजा नैतिकता का है। इसीलिए मौजूदा चुनौतियों का सामना करते हुए जब भी कोई असरदार बनने का पराक्रम दिखाता है, तो हमें बरबस महात्मा गांधी और राष्ट्रीय आंदोलन की याद आती है। फिर चाहे वह जेपी हों या अन्ना हजारे। हालांकि, गांधी के सहारे भी हमारी नाव भ्रष्टाचार की बाढ़ में डूबने से बची नहीं है। इसका इलाज संस्था-निर्माण की तकनीक में है। जब नैतिकता, न्याय और बुनियादी जरूरतों की कसौटियों पर उचित नियम बनाए जाएंगे, और उन नियमों के पालन कराने के लिए नागरिक निगरानी को कानूनी मान्यता दी जाएगी, तभी भ्रष्टाचार की आग बुझेगी। मगर संसदीय लोकतंत्र के दायरे में भ्रष्टाचार के खिलाफ आंदोलन तो संभव है, लेकिन सत्ता संचालन के लिए सौ बहाने करके नियमों का उल्लंघन, नैतिकता की उपेक्षा और दबंगों का संरक्षण बनाए रखने की विवशता है। यह बहुत बार बताया जा चुका है कि अगर दूसरी पार्टियां चुनाव जीतने के लिए मैदान में शेर उतारेंगी, तो हमारी बकरियां उनसे कैसे जीतेंगी? इसी तरह, यह भी कहा जाता है कि चुनाव जीतने के लिए सत्तारूढ़ पार्टियों की गलतियों पर ध्यान दिलाना तो जरूरी है ही, उससे मुकाबले के लिए संसाधन जुटाना भी आवश्यक है। साफ है, हम जिस दुकान पर भ्रष्टाचार की बीमारी की दवा खोज रहे हैं, यानी राजनीतिक दल और चुनाव पर खड़ी सरकारें, यह इनके बूते की बात नहीं है। घोड़ा अगर घास से यारी करेगा, तो खाएगा क्या?
