Foreign minister writes on Modi government’s eight years, arguing diplomacy has delivered at home & abroad

As the Modi government completes eight years in office, its diplomatic achievements must be appreciated against a volatile and uncertain world. It has addressed long-standing issues effectively while responding to emerging challenges. And all this while harnessing diplomacy more for development at home and for meeting the expectations of ordinary citizens.

A greater clarity is evident in India’s foreign policy thinking since 2014. A generous and non-reciprocal engagement underpins a Neighbourhood First approach. On the ground, it is realised through road, rail, power and energy projects, broader contacts and as a first responder during distress. That project delivery has vastly improved on PM Modi’s watch is key. The extended neighbourhood has seen an Act East policy, a SAGAR doctrine, a Gulf engagement and a Central Asia initiative. Stronger commitment to Africa and the Global South is similarly visible in health, education, digital and green growth.

New challenges emerged in recent years, notably a changed Chinese posture, a different Afghan dispensation, a continuing conflict in Ukraine, and a ‘once in a century’ pandemic. They have impacted our national, energy, food and health security. In each case, the government has responded with determination, imagination and effectiveness. National interest alone has been the yardstick for decision-making.

Resolute in its stance against both conventional and non-conventional threats, the government has ensured continuing access to multiple technology providers. It has maintained good ties with major power centres simultaneously. India has come out stronger as a result with international understanding for its core concerns. Delegitimisation of terrorism has been paralleled by stronger collaboration with global partners in that domain. India’s diplomatic energies are more visible including at the highest level. The resulting dexterity has created many formats of engagement, including 2+2 meetings, trilateral mechanisms and two quadrilateral groupings.

With a growing deficit in global goods, the government has harmonised national interest with stronger international contributions. It shaped the world’s debate on connectivity initiatives. It has since encouraged trust and transparency in the digital domain. Its role in the Paris and Glasgow COP Summits was substantial, making a case for both climate action and climate justice. India-led initiatives on International Solar Alliance and the Coalition for Disaster Resilient Infrastructure have really taken off. Activism on illegal fishing, marine environment and maritime security are pronounced. India’s own pursuit of sustainable development goals is reflected abroad in its partnerships.

Non-permanent membership in the UN Security Council has highlighted India’s contribution at the multilateral level. Its credibility as a voice of the Global South has grown on issues of development and sustainability. Entry into regimes dealing with missile technology, chemicals and conventional arms reinforces our support for a rules-based order. So does the adherence to and support for inter- national law, especially UNCLOS.

The pandemic saw India emerge as the pharmacy of the world. Supply of medicines and vaccines, particularly to the Global South, earned enormous goodwill. The pandemic has also raised questions about the efficacy of centralised globalisation. India is a crucial player in the resulting diversification that emphasises resilient and reliable supply chains. Its FTA negotiations and the participation in the Indo-Pacific Economic Framework reflect this trend.

Even as it grappled with these complications, the government was meeting the rising aspirations and expectations of its citizens at home. It envisages the world both as a global marketplace as well as a workplace. Its goal of Make in India and make for the world has prioritised exports. Its diplomacy for development similarly puts greater premium on attracting technology, capital and best practices. Its espousal of mobility and migration agreements reflects a commitment to leveraging India’s talent pool.

Foreign partnerships that accelerate India’s modernisation and growth are at the centre of its diplomatic agenda. Progress has been made to create infrastructure, enhance urbanisation, increase agricultural output and access, upgrade industry and clean up the environment.

Projecting India on the global stage has also gathered momentum. The International Day of Yoga is now celebrated globally. The spread of Ayurveda is manifest. As the world debates the relevance of values, the Modi government draws on its record to prove that democracies can deliver.

India’s image is burnished by a talented diaspora now more emotionally invested in its motherland. This bonding has grown with an Indian leadership that recognises their value.

All Indians – students, workers, professionals, seafarers or even tourists –are confident now that we have their back when they go abroad. Operation Ganga is the latest example, just as Vande Bharat Mission is the largest.

Travelling abroad has gotten easier for everyone. Obtaining a passport is faster, corruption-free and more convenient. A welfare fund responds to deserving Indians in distress.

All these changes have happened because PM Modi has led from the front. In a polarised world, we have maintained our independence. In a pandemic world, we have been a source of relief. In an opaque and volatile world, we have been transparent and resilient. In addressing global challenges, we are a force for good.

Women at the top
For civil service to be truly representative, women must rise up at all levels of the bureaucracy

Taking another step towards equity, three women, Shruti Sharma, Ankita Agarwal and Gamini Singla, secured the first, second and third ranks, respectively, in the 2021 Civil Services examinations conducted by the Union Public Service Commission (UPSC). Considered one of the toughest examinations to crack, the girls emerged successfully at the top in their second attempt, and in the case of the second-ranker, in her third try. All three women agreed that it was a long, difficult and challenging journey. With 10 of the top 25 rank-holders being women, there is a lot to celebrate — and ponder over. According to the latest All India Survey on Higher Education report, published by the Ministry of Education for 2019-2020, the gross enrolment ratio in higher education for the female population is 27.3%, compared to 26.9% for males. In this backdrop, women comprised only 26% — or 177 — of the total of 685 candidates recommended by the UPSC for appointment to the Indian Administrative Service (IAS), Indian Foreign Service (IFS), Indian Police Service (IPS) and Central Services, Group A and B. This skewed statistic must change because public service offers a unique opportunity to bring about social change, and women can drive this, especially in a country where girls often have to drop out of school for a variety of reasons, from poverty, early marriage to lack of toilets.

Ms. Sharma hails from Bijnor (Uttar Pradesh), Ms. Agarwal from Kolkata and Ms. Singla from Sunam (Punjab), and each of their stories is that of struggle and persistence. It has been a hard-fought battle for women to come this far in the IAS, and sometimes a trickier road awaits them once inside the steel framework of the administrative setup. If three women are at the top today, they have a lot to thank trailblazers such as Anna Rajam Malhotra (née George), the first woman to join the Indian Administrative Service in 1951, or C.B. Muthamma, the first woman to join the IFS in 1948 who fought a landmark case in the Supreme Court of India when she was looked over for a promotion for Ambassador, or even Anita Kaul who worked tirelessly to champion the Right to Education Act 2009 which made education a fundamental right for every child. The early part of a civil servant’s career is usually spent in rural or semi-urban India, giving her a vantage point over issues including women’s health, literacy, economic independence, caste and gender disparities that are in need of reforms or policy intervention but are often overlooked due to lack of a proper understanding. To achieve this, education is the key. Also, if civil service has to represent all sections of the population, of which half are women, their representation in the services too must increase at all levels of the bureaucracy, starting with the highest rung.

A judicial course that calls for introspection
On a constitutional plane, the verdict in ‘Perarivalan’ deserves a re-look or review as it stands on wobbly foundations

The recent decision of the Supreme Court of India in the case of A.G. Perarivalan and the Rajiv Gandhi assassination case has stirred up a hornet’s nest for its constitutional righteousness and establishing its supremacy as the final arbiter of enforcing constitutional discipline. The decision has been hailed by some major political parties as a blow for federalism.

Court’s extraordinary route

The Court has treaded the extraordinary constitutional route under Article 142. The power to do ‘complete justice’, for grant of remission and consequent premature release. The Bench decided to exercise the power of grant of pardon, remission et al., exclusively conferred on the President of India and State Governors under Articles 72 and 161. In the teeth of foundational bedrock and cornerstone of separation of powers viz. Parliament/Legislature, Executive and Judiciary, whether the course adopted by the Bench to do expedient justice is constitutional calls for introspection.

The predominant purpose of this article is not Perarivalan-centric, as a convict, or whether the cry of an agonising mother deserved relief or not. The focus is only to evaluate the constitutionality of the decision in the context of Article 142.

The power under Article 161 is exercisable in relation to matters to which the executive power of the state extends. While the Governor is bound by the advice of the Council of Ministers (Article 163), the binding nature of such advice will depend on the constitutionality of the same. Article 161 consciously provides a ‘discretion’ to the Governor in taking a final call, even if it was not wide enough to overrule the advice, but it certainly provides latitude to send back any resolution for reconsideration, if, in his opinion, the resolution conflicted with constitutional ends. In M.P. Special Police Establishment (2004 (8) SCC P.788) a Constitution Bench had held that the “Concept of Governor acting in his discretion or exercising independent judgment is not alien to the constitution”.

Implication of ‘consultation’

In the other Constitution Bench judgment in Sriharan’s case (2016 (7) SCC P.1), arising out of the core of the Rajiv Gandhi assassination itself, one of the references placed for consideration was whether the term ‘consultation’ stipulated in Section 435 Cr.P.C. implies ‘concurrence’. It was held that the word ‘consultation’ means ‘concurrence’ of the Central government. The Constitution Bench highlighted that there are situations where consideration of remission would have trans-border ramifications and wherever a central agency was involved, the opinion of the Central government must prevail.

Basing its conclusion on the legal position that the subject matter (Section 302 in the Indian Penal Code) murder, falls within Lists II and III (State and Concurrent lists) of the Seventh Schedule to the Constitution, the learned judges concluded that the State was fully empowered to take a call and recommend remission in this case.

If it is a simple case of being a Section 302 crime, the reason for finding fault with the Governor’s decision to forward the recommendation to the President may be constitutionally correct. But the larger controversy as to whether the Governor in his exercise of power under Article 161 is competent at all, to grant pardon or remission in respect of the offences committed by the convicts under the Arms Act, 1959, the Explosive Substances Act, 1908, the Passports Act, 1967, the Foreigners Act, 1946, etc., besides Section 302, is in wobbly terrain.

According to the decision, it is a simple murder attracting Section 302 of the IPC and therefore the Governor’s decision to forward the recommendation to the President is against the letter and spirit of Article 161 — meaning it is against the spirit of federalism envisaged in the Constitution. Such reasoning, with respect, amounted to reductionism, oversimplification of the commission of heinous offence against the Indian state by the convict as co-conspirator, viewing it as an ordinary crime clothing the executive of the state with the power of pardon, remission regardless of its trans-border repercussions and the integrity/security of the country. Surprisingly, nothing has been said on this vital aspect in the order.

Article and issues

Having unprecedentedly concluded that the executive of the state is competent to decide, the Bench invoked Article 142 of the Constitution to usurp the power of the Governor of the State under Article 161. There are momentous issues that are flagged on the exercise of the power of remission under Article 142, by the Supreme Court in the present factual context.

The first is whether Article 142 could be invoked by the Court in the circumstances of the case when the Constitution conferred express power on the Governor alone, for grant of pardon, remission, etc., under Article 161. In the case on hand, the Bench found fault with the Governor not having taken a decision on the recommendation of remission by the State Cabinet for a long time. The fault of the Governor became more intense in the opinion of the Bench, when the Governor eventually referred the matter to the President of India for his decision, after sitting over the recommendation for more than two years.

Deeper examination needed

The entire investigation of the crime was by the Central Bureau of Investigation alone. In the teeth of the specific ruling in Sriharan, with reference to the invocation of power by the State government in terms of Sections 432 and 433 of Cr.P.C, the power exercisable by the Governor under Article 161 in respect of the subject matter is not so clear and obvious as ruled by the Bench. Whether what the State government could not achieve directly by invoking Sections 432 and 433 of Cr.P.C, without concurrence of Centre could be allowed to take a contrived route vide Article 161 and achieve its objectives is a pertinent issue. This aspect requires deeper judicial examination for the sake of constitutional clarity.

The second aspect is the delay in taking a decision by the Governor in the matter. The Constitution does not lay down any timeframe for the Governor to act on the advice of the Council of Ministers.

In a case like the present one, a long consultative process was imperative due to several litigations repeatedly being pursued at the instance of the convicts, under one legal pretext or the other.

In any event, even if the delay was constitutionally inexcusable or was vulnerable to challenge, the final arbiter of the Constitution (Article 245) could not have trumped Article 161 with Article 142, which is constitutionally jarring. It is usurpation of power of another pillar of democracy. With utmost respect, the constitutional course, if at all, may have been to put it back in the lap of the Governor with a nudge and a wink to ‘decide’ within a reasonable timeline.

Forgotten sentiments

The Tamil Nadu State Assembly resolution dated September 9, 2018 and the consequent Cabinet recommendation was to ‘respect Tamil sentiments’. What of the sentiments of the victims of the crime? An oft forgotten genre, as Justice V.R. Krishna Iyer pithily put it in his purple prose, “It is a weakness of our jurisprudence that the victims of crime and the distress of the dependents of the prisoners do not attract the attention of law” (1980 (SCR)(1) P.846). The Bench has regretfully bid farewell to such humane inputs.

To portray the remission as to what it was not in the State is a sad fallout the lawlords on the pulpit may not have bargained for. And on the constitutional plane, this verdict deserves a relook, even a review, as it stands on wobbly foundations built with creaky credence.

In 2016 (1) SCC P.463 ( Rajbala vs State of Haryana), the top court presciently wrote, “A judge should always bear in mind that erroneous and fallacious exercise of discretion is perceived by a visible collective.” — the visible collective being We The People.

The evolving principle of constitutional moralism and justice dispensation by the constitutional courts may as well heed the distressed cries of the real and imperceptible victims before showering their grace on the perceptible offenders.

Preventive action against rape
Not just fast investigations and trials, but measures to ensure safety of women are required in Tamil Nadu

Four gang rapes in under three months, with the latest victim being murdered, have turned the spotlight on the need for enhancing safety for women and strengthening law and order in Tamil Nadu. Of greater concern is that the accused targeted the three survivors, who were with their male companions, in public spaces. In another case, a youth stalked a woman, forced his way into her home and allegedly raped her at knifepoint in the heart of Chennai.

The gang rapes in Vellore, Cuddalore, Namakkal and Rameswaram were preceded by a horrific incident of a woman in Virudhunagar being blackmailed and raped by four men and three juveniles over a period of seven months. In Vellore, a woman doctor from Bihar and a male colleague were hoodwinked into taking a ride at night in a share autorickshaw, with the accused pretending to be co-passengers. The two were robbed, the man beaten up and the doctor raped. The traumatised woman left for Bihar and filed an online complaint with the police. While the modus operandi in the Vellore case had traces of the ‘Nirbhaya’ case, the Virudhunagar incident brought back memories of the 2019 Pollachi case in which young women had been blackmailed and abused and which the DMK had made a campaign issue then.

The two cases, which surfaced when the Legislative Assembly was in session in March, caused great embarrassment to Chief Minister M.K. Stalin. Not long ago, as the Leader of the Opposition, he had questioned the Union government for adjudging Tamil Nadu, then ruled by the BJP’s ally AIADMK, the leading State in the Good Governance Index. He had asked how the Centre could rank Tamil Nadu first in ‘public security’ when there were incidents such as the Pollachi serial sexual abuse case. Therefore, he lost no time in declaring that the investigation and trial in the Virudhunagar case would be fast-tracked and monitored to fetch maximum punishment for the accused. He vowed that the investigation would not be (slow and shoddy) like the Pollachi case. He transferred the case to the Crime Branch-CID, which fast-tracked the investigation and filed a voluminous charge sheet against the accused. The accused persons in the doctor’s case too were arrested within days of the crime.

However, the administration’s quick actions did not prevent similar crimes from unfolding in Cuddalore, Namakkal and Rameswaram. In the last incident, a woman out on work at a prawn unit was robbed, raped and murdered by two migrant workers from Odisha, triggering massive protests. The rapists in all cases have been arrested. But it also had a different fallout in Rameswaram with the Municipal authorities seeking to profile details of guest workers selling pani puri and working in restaurants and construction sites, ostensibly linking crime with migrants.

Sexual crimes have evoked strong reactions from Tamil Nadu’s politicians in the past. Against the backdrop of the ‘Nirbhaya’ case, then Chief Minister Jayalalithaa had called for amending central laws to provide for punishments such as the death penalty and chemical castration for sexual offenders. After the Hathras rape, Mr. Stalin had promised to set up special courts to hear cases related to violence against women when his party is voted to power. The State already has Mahila Courts.

To the government’s credit, there was no attempt to cover up the rape cases. Mr. Stalin has made it a point to make surprise inspections at police stations whenever possible — something his predecessors had not done in decades. But what is needed is preventive action, strengthening security for women and a special focus on ‘visible policing’ with senior police officers playing a proactive role.

जांच एजेंसियों पर कायम रहना चाहिए भरोसा

मीडिया की सुर्खियां बटोरने वाली एफआईआर या फिर गिरफ्तारियों में दो बातें कॉमन होती हैं। पहला, केंद्र की एजेंसियों जैसे सीबीआई, ईडी और राज्यों में अलग-अलग दलों की सरकारों से संचालित पुलिस की मार विरोधी पक्ष के लोगों पर पड़ती है। इसका मतलब यह है कि पुलिस व जांच एजेंसियों का एक्शन या नाॅन एक्शन कानून के बजाय सत्ता के रिमोट कंट्रोल से संचालित होता है। दूसरा, सिस्टम के मगरमच्छ की गिरफ्त में आए मदमस्त हाथी को मुक्ति के लिए गज-ग्राह की तर्ज पर अलौकिक शक्तियों की मदद की दरकार होती है।

महाराष्ट्र सरकार और उसके मंत्रियों ने केंद्रीय जांच एजेंसियों पर जोरदार हमले किए और बड़े वकीलों की फौज ने अदालतों में मोर्चा सम्हाला, जिसके बाद आर्यन खान को 8 महीने के भीतर ड्रग्स मामले में क्लीन चिट मिल गई। बॉलीवुड का ड्रग्स के साथ चुनावी सियासत से भी गाढ़ा नाता है, जिस कारण इन मामलों में राज्य और केंद्र की सरकारों को विशेष रुचि रहती है। बिहार चुनाव के समय सुशांत सिंह राजपूत तो यूपी चुनाव के समय आर्यन खान मामले से सोशल मीडिया में अभियान चल रहे थे। रिया चक्रबर्ती मामले में पिछले साल ही 12 हजार पेज की चार्जशीट फाइल हुई थी। आर्यन को क्लीनचिट के बाद रिया मामले में भी एसआईटी से नई जांच कराने की मांग उठने लगी है। लेकिन लाखों अन्य लोग इतने समर्थ और भाग्यशाली नहीं होते और न ही उनकी मदद के लिए कोई एसआईटी आती है।

गरीब हो या अमीर, संविधान के अनुसार किसी भी बेगुनाह को जेल में नहीं रखा जाना चाहिए। आर्यन की गलत गिरफ्तारी और उत्पीड़न के लिए के लिए समीर वानखेड़े और नारकोटिक्स कंट्रोल ब्यूरो (एनसीबी) का तंत्र जिम्मेदार था। लेकिन उस अन्याय के लिए जमानत खारिज करने वाले जजों की भूमिका को भी नजरअंदाज नहीं किया जा सकता। एनडीपीएस की विशेष अदालत ने माना था कि आर्यन के बयानों से साजिश में उसकी संलिप्तता दिखती है। उसके बाद सेशंस कोर्ट ने भी मान लिया कि आर्यन को अरबाज मर्चेंट के पास मादक पदार्थों होने की जानकारी थी, इसलिए उसे जेल में रखना चाहिए। मामले की जांच कर रहे एनसीबी के अधिकारी समीर वानखेड़े नौकरी के लिए फर्जी जाति प्रमाण पत्र, बार लाइसेंस और बालीवुड के साथ हितों के विरोधाभास आदि कई वजहों से विवादों के घेरे में अाए। लेकिन उनकी जांच की खामियां अब उजागर हो रही हैं। एक ऐसा हाई प्रोफाइल मामला, जिसमें जोनल डायरेक्टर खुद छापेमारी में शामिल रहे, उसमें सबूतों को पुख्ता करने के लिए वीडियोग्राफी नहीं हुई; मोबाइल को वैधानिक तौर पर जब्त करने के बजाय जांच अधिकारी गैरकानूनी तरीके से व्हाट्सएप चैट ट्रैक करते रहे; आर्यन के पास से नशीले पदार्थ तो बरामद हुए नहीं, लेकिन उसके नशा सेवन को प्रमाणित करने के लिए मेडिकल परीक्षण भी नहीं कराया गया; एसआईटी बनने पर पता चला कि पंचनामे के समय दो गवाह मौजूद ही नहीं थे; मामला निपटाने के लिए 18 करोड़ की डील का आरोप लगाने वाले बॉडीगार्ड प्रभाकर सेल की हार्ट अटैक से मौत हो गई; अदालत से रिमांड हासिल करने और मीडिया में सुर्खियां बटोरने के लिए एनसीबी की टीम ने दावा किया था कि आर्यन और अन्य अभियुक्तों का अंतरराष्ट्रीय तस्करों से जुड़ाव है, लेकिन 6 हजार पेज की चार्जशीट में एनसीबी सबूत पेश करने में विफल रही।

एनसीबी का काम ड्रग्स की बड़ी खेपों को रोकने के साथ बड़े खिलाड़ियों को पकड़ना है। छिटपुट मामलों पर विवाद के घेरे में रहने की वजह से एनसीबी अपने मूल उद्देश्य से भटकती दिखती है। सुप्रीम कोर्ट ने वेश्यालय चलाने वाले और दलालों को अपराधी माना है। लेकिन सेक्स वर्कर और उनके बच्चों को पीड़ित मानते हुए रिलीफ देने के लिए गाइडलाइंस जारी की है। उसी तरीके से ड्रग्स के बड़े कारोबारी और मार्केटिंग नेटवर्क के साथ छिटपुट खुराक लेने वाले युवा, उनके साथी और परिजनों को जोड़ना, जांच एजेंसी की सब धान बाईस पसेरी की मानसिकता है। व्हाट्सएप चैट, वॉइस नोट, आरोपी के बयान, कॉल की सीडीआर, मोबाइल की फॉरेंसिक जांच, मेडिकल परीक्षण आदि प्रमाणों को सेलिब्रिटीज को फंसाने के बजाय ड्रग्स के बड़े कारोबारियों के मामले में इस्तेमाल किया जाए तो समाज और देश दोनों का भला होगा। आठ महीने बाद अब एनसीबी चीफ ने दुरुस्त फरमाया है कि ड्रग्स की बरामदगी के बगैर सिर्फ संदेह या चैट के आधार पर गिरफ्तारी ठीक नहीं। लेकिन कानून के इस बेसिक सिद्धांत का पालन आर्यन और अन्य मामलों की शुरुआती स्टेज में ही क्यों नहीं किया जाता? ड्रग्स सेवन, बेचना और पार्टी अटेंड करने वालों के बीच के फर्क को नजरअंदाज करके मनमानी गिरफ्तारी, पेशेवर गवाहों की जुगत से केस बनाना, मीडिया में जांच लीक करके लोगों की इज्जत से खेलना, परिजनों और दोस्तों का उत्पीड़न और पैसे वसूलने जैसे आरोपों से जांच एजेंसी पर लोगों का भरोसा डगमगाता है।

आर्यन मामले में लापरवाही, उत्पीड़न, साजिश और वसूली के प्रमाण आने के बावजूद संबंधित अधिकारी को चेन्नई ट्रांसफर कर मामले की खानापूर्ति कर दी गई। भ्रष्ट लक्ष्य और सस्ती लोकप्रियता हासिल करने के लिए कानून की आड़ में आपराधिक पटकथा लिखने वाले अधिकारियों पर कठोरतम कार्रवाई होनी चाहिए। सरकारी तंत्र निर्दोषों की रक्षा के लिए होता है। रक्षक ही भक्षक बन जाए तो सुप्रीम कोर्ट को नए सिरे से पहल करनी चाहिए।

संयुक्त राष्ट्र के अनुसार दुनिया में खाद्यान्न संकट तेजी से गहराता जा रहा है। यही हाल रहा तो सन 2050 तक दुनिया भर में अन्न के लिए संघर्ष की स्थिति आ जाएगी। यदि रोटी को मनुष्य की एक बुनियादी जरूरत मानी गई है तो खाद्यान्न उस जरूरत को पूरा करने वाला अनिवार्य अवयव है। ऐसे में मनुष्यता को बचाने के लिए खाद्यान्न की पर्याप्त मात्रा में उपलब्धि सुनिश्चित करना जरूरी हो जाता है। लेकिन हाल में संयुक्त राष्ट्र ने इस बात पर चिंता जता दी है कि मौजूदा हालात में दुनिया के पास केवल सत्तर दिन का अन्न भंडारण बचा है।

निश्चित रूप से यूक्रेन पर रूस के हमले ने हालात भयावह बना डाले हैं। रूस और यूक्रेन मिल कर दुनिया को एक चौथाई अनाज की आपूर्ति करते हैं। लेकिन रूस के हमले ने यूक्रेन की व्यवस्थाओं को तहस-नहस कर डाला है। यह वही यूक्रेन है, जिसे उसकी खाद्यान्न उत्पादन क्षमताओं के कारण यूरोप की रोटी की टोकरी कहा जाता है। पिछले मौसम में रूस में गेहूं की अच्छी पैदावार हुई है, जबकि प्राकृतिक प्रकोपों के कारण अमेरिका और यूरोप के देशों में अन्न कम हुआ है। इस स्थिति ने दुनिया की रूस पर निर्भरता बढ़ा दी है। उधर, भारत द्वारा गेहूं के निर्यात पर रोक लगाने के कारण उन देशों के चेहरे मायूस हैं जो ऐसी स्थिति में भारत से अतिरिक्त मदद की उम्मीद लगाए थे। हालांकि गेहूं निर्यात पर रोक लगाने के भारत के अपने कारण हैं। किसी भी देश की लोकतांत्रिक सरकार का पहला कर्तव्य यह होता है कि वह अपने नागरिकों के हितों की रक्षा करे। पड़ोसी देश श्रीलंका में पैदा हुए खाद्यान्न संकट और दुनिया में खाद्यान्न की बढ़ती किल्लत को देखते हुए भारत सरकार को यह आवश्यक लगा कि पहले देश की खाद्यान्न सुरक्षा सुनिश्चित की जाए। ऐसे में गेहूं के निर्यात पर रोक लगाना ही एक विकल्प था। खाद्यान्न संकट किसी भी समाज को किस तरह त्रस्त और पस्त कर सकता है, श्रीलंका का उदाहरण इसका प्रमाण है, जहां भोजन की कमी से जूझ रहे लोगों को हिंसक प्रदर्शनों के लिए मजबूर होना पड़ गया।

दुनिया में जब आबादी का बड़ा हिस्सा जरूरत भर अन्न की चिंता में जीवन गुजार देता हो, तब ऐसे में अन्न की बर्बादी चिंता का विषय बन जाती है। संयुक्त राष्ट्र की एक रिपोर्ट के मुताबिक दुनिया में बनाए जाने वाले कुल भोजन का एक तिहाई हिस्सा अभी भी बर्बाद ही जाता है। यह बर्बादी या तो थाली में जूठन छोड़ दिए जाने के कारण होती है, या बचा हुआ भोजन फेंक देने या उसके खराब हो जाने के कारण होती है। विशेषज्ञों का अनुमान है कि जितना भोजन इस तरह खराब होता है, उससे दो अरब लोगों का पेट भरा जा सकता है। भारतीय समाज में भोजन या अन्न की बर्बादी को शुभ नहीं माना जाता, लेकिन अध्ययन में सामने आया है कि भारत में इतनी बड़ी मात्रा में प्रतिवर्ष अनाज, सब्जियां और अन्य खाद्य पदार्थ बर्बाद कर दिए जाते हैं कि उतनी मात्रा से बिहार जैसे राज्य की आबादी की साल भर की जरूरत पूरी की जा सकती है।

भारत सरकार के कृषि मंत्रालय की फसल अनुसंधान इकाई सेंट्रल इंस्टीट्यूट आफ पोस्ट हार्वेस्ट इंजीनियरिंग (सीफैट) की रिपोर्ट के अनुसार भारत में हर साल करीब सड़सठ लाख टन खाद्य पदार्थों की बर्बादी होती है। इस बर्बाद हुए भोजन की कीमत बानवे हजार करोड़ रुपए बैठती है। महत्त्वपूर्ण यह है कि जितना खाद्य पदार्थ भारत में बर्बाद हो जाता है, उतनी तो ब्रिटेन की कुल उत्पादन क्षमता है। यही कारण है कि दुनिया में चीन के बाद दूसरे नंबर का सबसे बड़ा खाद्यान्न उत्पादन देश होने के बावजूद भारत में अन्न वितरण की स्थिति कई बार बहुत सुखद प्रतीत नहीं होती। बची हुई भोजन सामग्री के अलावा फल, सब्जियों और अन्न के बर्बाद होने के पीछे उन्हें संग्रहित करने की सुचारू और पर्याप्त व्यवस्था का अभाव भी है। शीत गृहों की कमी के कारण भी हर साल बाईस प्रतिशत फल और सब्जियां खराब होने पर फेंक दी जाती हैं। गोदामों में भरा गेहूं सड़ने की तस्वीरें तो अखबारों में अक्सर छपती रहती हैं।

निश्चित रूप से रूस-यूक्रेन युद्ध के कारण पश्चिमी देशों में खाद्यान्न आपूर्ति चरमरा गई है, लेकिन सच तो यह है कि इस युद्ध ने केवल उस भयावहता की एक झलक दिखाई है जिसका सामना आने वाले वर्षों में दुनिया को करना पड़ सकता है। दरअसल, दुनिया में तेजी से बढ़ती आबादी के कारण रिहायशी मकानों और अन्य निर्माणों की जरूरत बढ़ती जा रही है। आमतौर पर विकास की हर योजना संबंधित क्षेत्र की कृषि भूमि का एक महत्त्वपूर्ण हिस्से का गला घोंटती है।

योजना चाहे नवीन राजमार्गों के निर्माण की हो अथवा शहर के बाहर किसी औद्योगिक इकाई की स्थापना की या फिर किसी नई आवासीय योजना की। परिणाम यह हो रहा है कि जहां खाने वालों की संख्या लगातार बढ़ती जा रही है, वहीं कृषि योग्य भूमि का रकबा लगातार घटता जा रहा है। एक मोटे अनुमान के अनुसार साल 2050 तक दुनिया की आबादी एक हजार करोड़ से ज्यादा हो जाएगी। यानी साल 2017 के आंकड़ों से तुलना करें तो साल 2050 में सत्तर प्रतिशत अधिक भोजन की आवश्यकता होगी। जबकि पृथ्वी से हर साल सात सौ पचास करोड़ टन उपजाऊ मिट्टी खत्म हो रही है। जाहिर है, जल्दी ही सार्थक विकल्प नहीं खोजे गए तो संपूर्ण आबादी के लिए पर्याप्त मात्रा में खाद्यान्न उत्पादन का बड़ा संकट खड़ा होगा।

जब आबादी का बड़ा हिस्सा कचरे के ढेर से भी भोजन की तलाश के लिए विवश हो, तब अन्न के एक कण की बर्बादी भी संपूर्ण मानवता के प्रति बड़ा अपराध प्रतीत होता है। लेकिन जाने-अनजाने हम सब यह अपराध कर रहे हैं। अध्ययनों में पाया गया है कि दुनिया में सबसे ज्यादा बर्बाद होने वाला खाना रेस्टोरेंट या होटलों का नहीं, बल्कि घरों में बनने वाला होता है। दुनिया में कुल बर्बाद किए जाने वाले भोजन में इकसठ फीसद मात्रा घरेलू भोजन की है। इतना ही नहीं, हर साल करीब साठ लाख गिलास दूध तक बेकार बहा दिया जाता है। यह चिंता की बात इसलिए है कि अगले चार दशकों में दुनिया में चालीस करोड़ लोग भुखमरी के संकट का सामना कर रहे होंगे।

संयुक्त राष्ट्र खाद्यान्न और कृषि संस्था का कहना है कि दुनिया में अन्न और दूसरे खाद्यान्न की लगातार कमी होती जा रही है। एक तो जनसंख्या दबाव के कारण कृषि योग्य भूमि कम होती जा रही है, ऊपर से खेती के बदले हुए तरीकों और रासायनिक उर्वरकों ने ही नहीं, जलवायु संकट ने भी कृषि भूमि की उपज पर प्रतिकूल प्रभाव डालना शुरू कर दिया है। इसीलिए अब वैज्ञानिक यह चेतावनी देते दिखने लगे हैं कि समय रहते यदि दूसरे ग्रहों पर पानी, जीवन और कृषि संभावनाओं की खोज नहीं की गई तो आने वाला समय बहुत परेशानियों का समय होगा, क्योंकि आबादी बढ़ेगी तो अन्न की मांग बढ़ेगी और यदि धरती से लोगों की मांग के अनुसार अन्न उत्पादित नहीं किया जा सका तो खाद्यान्न के कारण परस्पर संघर्ष बढ़ेंगे और ये संघर्ष जीवन में सद्भाव और शांति को सर्वत्र भंग करेंगे। ऐसे में बहुत जरूरी है कि हम अन्न के प्रत्येक कण का महत्त्व समझें।

ब्याज दर बढ़ाकर कितनी घटेगी महंगाई

महंगाई अब बहुत महंगी पड़ने लगी है। अब तक तो जनता ही इसकी मार झेल रही थी, लेकिन अब लगता है कि सरकार को भी यह डर सता रहा है कि महंगाई कहीं उसे भी महंगी न पड़ जाए। इसी का असर है कि एक के बाद एक एलान हो रहे हैं- पेट्रोल और डीजल पर एक्साइज ड्यूटी घटाने का फैसला, गेहूं के निर्यात पर प्रतिबंध, चीनी के निर्यात पर रोक, सोयाबीन और सूरजमुखी तेल के ड्यूटी फ्री आयात का फैसला, स्टील पर निर्यात शुल्क लगाने का फैसला, स्टील के कच्चे माल के आयात पर शुल्क हटाने का फैसला आदि। ये सारे फैसले एक ही दिशा में जाते हैं। महंगाई को किसी तरह मात दी जाए। खुदरा महंगाई का आंकड़ा आठ साल में सबसे ऊपर पहुंच चुका है और थोक महंगाई का आंकड़ा 13 महीने से लगातार दो अंकों में है।

हालांकि, जीडीपी ग्रोथ का आंकड़ा अनुमान के मुताबिक ही आया है। महंगाई की मार को देखते हुए ही आशंका थी कि यह आंकड़ा चार प्रतिशत के आसपास रहेगा। फिक्र की बात यह है कि यहां भी गैर-सरकारी खर्च के आंकड़े में बढ़ोतरी फिर कमजोरी दिखा रही है। जीडीपी आंकड़े के कुछ ही पहले सरकारी घाटे का आंकड़ा भी आया है, जो दिखा रहा है कि सरकारी घाटा जो जीडीपी का 6.9 प्रतिशत तक जाने का अनुमान था, इस बार वह सिर्फ 6.7 प्रतिशत ही रहा है। लेकिन इसका एक मतलब यह भी है कि शायद सरकार ने अपने खर्चों पर भी लगाम कसी है और निजी खर्च में भी कमी आने का मतलब यह है कि महंगाई का असर बढ़ रहा है।

महंगाई बढ़ने से आम आदमी को तकलीफ होती है। लेकिन अगर यह हद से ज्यादा बढ़े, तो तकलीफ गंभीर बीमारी भी बन सकती है। पिछले हफ्ते की ही कुछ खबरों पर नजर डालें, तो यह दिख जाएगा। मोबाइल फोन की बिक्री में 30 प्रतिशत की गिरावट आ चुकी है। मोबाइल, फ्रिज और टीवी जैसी चीजें बनाने वाली कंपनियों ने अपने उत्पादन के लक्ष्य घटा दिए हैं। वजह है कि बार-बार दाम बढ़ने के बाद लोग इन सामान को खरीदना बंद करने लगे हैं। जब जेब में पैसे कम हों व चीजें महंगी होने लगें, तो यही होता है।

ब्याज दरों के बढ़ने के पीछे भी महंगाई का ही डर है। रिजर्व बैंक ने जिस तरह अगली पॉलिसी मीटिंग का इंतजार किए बिना रेट बढ़ाने का एलान किया, उस अंदाज से ही साफ था कि हालात चिंताजनक हैं। और अब उसकी सालाना रिपोर्ट भी आई है, जिसमें चिंता जताई गई है कि थोक महंगाई बढ़ने का असर कुछ समय बाद खुदरा बाजार की कीमतों पर भी दिखाई पड़ सकता है। इस रिपोर्ट में माना गया है कि पिछले साल मई-जून में महंगाई तेज हुई और रिजर्व बैंक की बर्दाश्त की सीमा (दो से छह फीसदी के बीच) के पार चली गई थी। और तब से कुछ उतार-चढ़ाव के बावजूद यह खतरे के निशान के ऊपर ही बनी हुई है। लेकिन यह सवाल जस का तस है कि रिजर्व बैंक ने कदम उठाने में इतना वक्त क्यों लगाया? केंद्र सरकार की भूमिका भी सवालों के घेरे में है। महंगाई की रफ्तार भी सामने थी और कोरोना की मार से उबरने की कोशिश के बीच यूक्रेन पर हमले का असर भी समझना मुश्किल नहीं था। फिर भी, ये तमाम कदम आखिर पहले क्यों नहीं उठाए गए, जो अब उठाए जा रहे हैं?

इसी तरह की परिस्थिति और बिजली कोयले का संकट तमाम लोगों को यह अटकलें या आरोप लगाने का मौका भी देता है कि भारत श्रीलंका की राह पर है। खासकर यह देखते हुए कि अभी कुछ ही समय पहले तक श्रीलंका और बांग्लादेश के आर्थिक मॉडल भारत में सबक की तरह देखे जा रहे थे। तब भी, यह कहना बहुत दूर की कौड़ी है कि भारत में ऐसा कोई संकट सामने खड़ा है। इसकी सबसे बड़ी वजह है हमारा आकार। भारत की अर्थव्यवस्था श्रीलंका से 33 गुना, बांग्लादेश से करीब आठ गुना और पाकिस्तान से करीब 10 गुना बड़ी है। और उसके साथ ही निर्यात और विदेश से आने वाले पैसे के मामले में भारत की निर्भरता इन देशों के मुकाबले बेहद कम है।

लेकिन इतनी सी बात बेफिक्र होने के लिए काफी नहीं है। महंगाई अगर काबू में नहीं आई, तो वह कई तरह के गणित बिगाड़ सकती है। महंगाई सिर्फ भारत में नहीं बढ़ रही है। पश्चिमी दुनिया के जिन देशों में बरसों से महंगाई का नाम तक नहीं लिया जाता था, वहां भी हर महीने नए रिकॉर्ड बन रहे हैं। अमेरिका में महंगाई की दर दो फीसदी पर रखने का लक्ष्य है, लेकिन वह आठ फीसदी से ऊपर पहुंचकर 40 साल का नया रिकॉर्ड बना रही है। भारत के लिए बड़ा संकट यह है कि वह दो तरफ से फंस गया है। कोरोना का दबाव कम होने के साथ उम्मीद थी कि इस साल भारत काफी तेजी से तरक्की करेगा। दुनिया भर की बड़ी एजेेंसियां ऐसी रिपोर्ट जारी कर चुकी हैं कि भारत की जीडीपी दुनिया में सबसे तेजी से बढ़ सकती है। मगर चीन में कोरोना की वापसी की आशंका और यूक्रेन पर रूस के हमले ने अचानक सारी बिसात उलटकर रख दी। महंगाई का तेज झटका तो पूरी दुनिया को लगा है, लेकिन भारत में इससे ग्रोथ पटरी पर लौटने की उम्मीदों पर पानी फिर रहा है। रेटिंग एजेंसी मूडीज ने इस साल भारत में जीडीपी बढ़ने का अनुमान 9.1 प्रतिशत से घटाकर 8.8 फीसदी कर दिया है। उसने इसकी वजह बताई है कि कच्चे तेल, खाद और खाने-पीने की चीजों में महंगाई का असर लोगों की जेब पर भी पड़ेगा और उनके खर्चों पर भी। एजेंसी का यह भी कहना है कि महंगाई काबू करने के लिए ब्याज दरें बढ़ाने से बाजार में मांग कम होने का डर है। हालांकि, उसका यह भी कहना है कि अंतरराष्ट्रीय बाजार में महंगाई और तेजी से नहीं बढ़ती है, तो भारत की अर्थव्यवस्था रफ्तार बनाए रख सकती है।

आर्थिक जानकारों की चिंता भी यही है कि ब्याज दरें बढ़ाने का फैसला कहीं उल्टा असर न कर जाए। उनका कहना है कि जिस वक्त बाजार में चीजों की मांग ज्यादा हो, तब महंगाई कम करने के लिए ब्याज दरें बढ़ाने का नुस्खा तो काम आता है, पर मांग की कमी के दौर में ब्याज दरें बढ़ाने से तो बीमारी गंभीर हो सकती है। शायद इसीलिए रिजर्व बैंक ने दरें बढ़ाने का फैसला करने में इतना वक्त लिया। पर अब आरबीआई गवर्नर कह चुके हैं कि आगे ब्याज बढ़ेगा, यह सोचना मुश्किल नहीं है। उसके साथ ही अब सरकार के लिए भी चुनौती खड़ी होगी कि वह गरीबों और मध्यवर्ग को महंगाई की मार से बचाने के लिए क्या करेगी, जिससे अर्थव्यवस्था की रफ्तार पर भी बुरा असर न पड़े।
